Armies costs 1 and navies cost 2. Expansion into neutral territory costs one army. As in, it goes poof to become a police force, militia, or whatever. It does make defending easier, though. Overseas does not cost a navy but you still need one to act as transport. You can claims blitz, but you still need a 1:1 ratio of armies:navies if overseas. In war, fronts will be a thing. Also, you can't use armies or navies the turn they're built. New armies will defend at half strength if I'm feeling sorry for you.
Espionage will be tracked. No WMDs, though.
If you want to change your orders, resend the whole PM or I won't actually count it.
