EDIT: after talking directly to the president of the USCA, the PM of the Netherlands has decided to revise the revised Treaty of San Salvador

We will agree to the treaty if:
1. The Netherlands and England are given a fair amount of money for their colonies, thus selling them and not ceding them.
2. No reperations are payed.
3. The USCA also appologizes to the dutch for crimes commited in the wars and that the USCA appologizes to the dutch and the observers for the imprisoning.

The USCA finds all of that acceptable if the fair amount is 1 IC, and the USCA shall not apologize to the Observers because they were asked not to come, warned not to come, and then told not to come. They chose to come anyways, and started the Observer's War. They were well fed in captivity and are being paid back in full.
