I offered the Rebels very good terms through back channels and still they declined. Conflict is inevitable, the only question remaining is who will start it.
The terms were, Oregon will be ceded, only Oregon. With the possibility of allowing Idaho, Washington and Deseret owned BC the option to vote to determine their allegiances.
OOC: I also voice Anonymoose, I am not Mormon, so if I have insulted any Mormon practices, I apologize. Please let me know so I can avoid it next time.

EDIT2: I'm probably crazy to even mention the idea of more players, but since I don't believe anyone has an Arab state, I'll point out that the first player who joins as one gets considerable influence over developing the region.

Good afternoon Allyson, negotiations between the Government of Deseret and the Rebel forces called, OLF have broken down. Conflict is inevitable and many of the Governmental leaders have grave reservations about sending troops to fight the rebellion. General Smith has already given the order to mobilize, after a short interview with General Smith he has assured us that the conflict will be short and with little collateral damage, Smith may be optimistic, but everyone wants this rebellion to end quickly. Local forces in Oregon and Washington have begun evacuations of local towns and preparing the defenses of Portland and Seattle, the Federal Government has asked the nearby states of Nevada, California and Idaho not to harbor these rebels and make every effort to allow local forces to arrest the leaders and avoid bloodshed.
In the meantime the Government asks that all residents not affiliated with the rebels to evacuate to your nearest military or government facility and you will be protected and taken care of until the conflict ends. If you have any valuables that you wish saved, make a list and hand it to a local officer and he will do what he can to save your valuables or it will be replaced at the governments expense. This includes homes and cars and must be proved with insurance papers. Back to you Allyson.

EDIT: Just noticed something. How are you going to prevent the richest nations from continuously spending a lot of money into improving their economy? A nation with 4-5 ASP would be able to rise its economy at a path of 1 ASP per turn and still be able to spend on other things.
