One of the city-state rewards is luxuries which give more amenities. Not sure how that gets distributed between cities - maybe it all goes to capital.

Maybe we'll see a system where you can distribute your luxuries between cities a bit like how we move great works around. That is certainly something I have been wanting in Civ5.
 
I would guess amenities all go everywhere..

If you have silver, all your cities get +1 happy.

If that is the case, will we need to connect a city by roads to spread its amenities to the others and the others' amenities to it?

I thought in the screenshot for Zanzibar that it said that the unique ability was that it provided cinnamon and cloves in the quantity of 6 amenities. So maybe it might only provide for 6 cities? So, it would function sort of like a strategic resource.

Or it could mean it is tradable, like luxes from your own terrain.
There are lots of possible explanations/mechanics they could use.

Yes, that is true, too. They could be traded, as well.
