I subscribe to the Paradox school of game development where you solve new problems caused by new mechanics with new mechanics.

In this case, most orders were fine, but some people vastly underestimated the power of recruitment spending. Two players have 30% of their population in the military.

So, what I am going to do is add a reserve and mobilization system. Nothing too fancy. Basically, a percentage of your troops will be placed in the reserves, which means you don't have to pay them nearly as much and they work in your economy. Starting mobilization levels will vary by country, but am I wrong to assume nobody wants more than 8% of their population active in the military?
 
The answer to the first is yes. The answer to the second is no idea because I'm not tracking population like that.
 
Not sure what my population was so I'm not sure how badly I've screwed up.

Q. How's the update coming?

A. This is my finals week! For a lot of you, this is also finals week so maybe it wouldn't make a difference if I had updated last Sunday or not. However, I do plan on updating this weekend or die trying! ;)

So far, I've processed all orders and expansion, all roleplay and order-derived events, and am now lumbering through the country listing generating further minor and major events for players. During the process, I've come to realize that maybe I'm generating too many events, so this update may be abnormally, maybe even obnoxiously, longer than future updates. Once this "body" of the update is finished, all I need to do is a few copy and paste jobs in the backend and the update will be ready.

Q. Where do you see the game going fro the rest of the year and into next year?

A. I'm going to be upfront and say that after this update this weekend, the next orders lock will not be before the end of this month, and likely will be in the first week of January. I don't believe anybody here is going to be able to focus too much on IOT between Christmas and New Years. And by anyone, I mean NC and I specifically and probably others more generally.

After that? I want to update at least twice a month, but no promises so it may end up being only once a month. I talked to a few players already and they were fine with the more relaxed schedule.

Anyway, that's all I have. If you have any thoughts or suggestions, feel free to post them in thread! If you prefer a more relaxed pace or faster pace, let me know here or in the chat! I'm actually very interested to know what you guys think about timing.

I'm also interested to know whether "updates about the update" are actually appreciated/wanted or whether they're annoying.

SPECIAL REPORT: POLITICAL TURMOIL IN FRANCE​

The crackdown in Paris has been met with strong feelings on every side of the debate, but has also served as tinder for a raging fire that, for the longest time, had raged out of sight and out of mind for many. Government approval is at an all time low, and various factions are now positioning for power in the country.

The Party for the Restoration of the Empire, or the June 30th Movement, is the chief movement that opposition governments are rallying behind. Spearheaded by monarchists, the June 30th Movement is staunchly Catholic. However, the broader movement contains ideologies from all walks of life, including republicans and some anarchists.

SPECIAL REPORT: COUP D’ETAT IN RIO GRANDE DO SUL.​

The long simmering crisis in Rio Grande do Sul came to an abrupt close on Christmas Day, 2190 AD, when a palace coup toppled the government and established Amando Ferreira as the new king of the country. Contrary to the previous government, however, this one has made it clear that hereditary rule is the name of the game, and that he has the backing of the army. This new government is steeped in monarchist, republican, and fascist ideology. Amando Ferreira reshuffled the country’s legislative body in a bid to win over the support of the republicans. SPECIAL REPORT: THE OMNINET​

The Arctic Accord’s press release belies one of the most salient lingering effects of the war: the breakdown of communications. Prior to the war, much of the world was linked together with cables, allowing a citizen of the People’s Republic of China (minus restrictions) to communicate seamlessly and instantly with a star-crossed lover in New York City. One of the earliest targets during the war was undersea cables. To this day, very few countries are strongly connected with one another in the old sense.

The Arctic Accord’s Omninet, which links the metropoles of the Arctic Accord, is the newest iteration of the latest effort in human history to bring human civilization back into constant talking distance. Already, some private companies in Scandivika are laying cables, bringing the two countries closer together. The CCC is likely to follow suit someday, but the difficulty is greater in that regard thanks to the wild territories separating the CCC from much of Europe. A large number of technogaianists, and a relatively smaller number of republican supporters of the old regime, have fled to Rio Grande do Sul following the coup d’etat that toppled the previous government months prior. KAYRO DECLARATION. Indianapolis, Combine. The Kayro Declaration was met with no small amount of derision by the political class in Austellus, and ambivalence in New York. In Autellus particularly, a number of well-respected knights have called for Austellus to push the communists out of Kentucky and Missouri, “natural provinces of the Empire of Austellus”. These radicals have yet to bring their jingoistic views into the mainstream, but anti-Combine sentiment is on the rise in Austellus in general.

COUP HOTLY DEBATED IN BRAZIL. Brasilia, Stewardship of Brazil. The coup d’etat in Rio Grande do Sul ultimately ended with the ouster of the technogaianist faction of Rio Grande do Sul, angering committed technogaianists in Brazil who see even the loss of the unpopular ruler of Rio Grande do Sul as an opening shot against technogaianists across the region. Tensions are high in Austellus after MPs raided the manor of one of the country’s “Knights and Belles” and arrested the son of a prominent knight and member of the Carolina Trust. This reveals a growing rift between the military and high society as a number of officers have risen in the military through ability and have disdain for officers who arrived through familial position. HIGH POLITICAL RISK, HIGH RETURNS. Atlas, Empire of Austellus. Despite the many, many problems plaguing Austellus’s political sphere at the moment, one city is seeing its fortunes remain high: Atlas. International investors are seemingly drawn by the financial capital’s ability to remain optimistic even in the face of growing tensions in the political sphere, which many take to mean that as bad as things seem, the government will actually find a way through the trouble. ATLAS KILLER APPREHENDED. New York City, New York Conglomerate. The Atlas Killer claimed six victims before authorities caught up with the woman, who worked as a government contractor for the city’s security forces. Abigail Long left damning evidence at the scene of her last murder, allowing the police to make an arrest. The city can sleep safely once more. [+Stability]

ARMY LAUNCHES CAMPAIGN WEST. Asgard, Combine. Elements of the Combine Army launched an expeditionary force westward, seizing two provinces. In New Cincinnati, there are calls to arrest the officers who led the expeditionary for launching the risky invasion without approval. COMPLIANT REPUBLICANS IN TERRA PICCOLA. Terra Piccola, Terra Piccola. Republicans are having a tough time actually finding an issue with the city’s government, and so are increasingly warming up to the city government. [++Republican Support]

UNITED MEDITERRANEAN REPUBLICS? Messenia, United Mediterranean Emirates. A number of people in Sicily have voiced their dissatisfaction with the Sicilian emirate’s rule and are advocating for a new republican government, compete with legislative body. The Sicilian movement has allies across the UME. So far, republican support for the UME government as a whole is tepid. [+Republicanism]

PROTECTIONIST POLICY IDEALS ELICIT STRONG REACTION. Athens, Greece. A number of republican-minded members of government have spoken strongly against increased tariffs. They argue that Greece is already fairly competitive in terms of labor costs, capital access, and political stability, and that increasing tariffs would lower net investment in Greece as opposed to increase it. DIVISIONS IN FREE IRELAND MOVEMENT. Dublin, Utilitarian Republic of Great Britain and Ireland. The Free Ireland Movement is the collective name of loosely-aligned and coordinated parties and organizations in Ireland seeking the freedom of Ireland from the URGBI. In the last year, a division has emerged between Catholic organizations and Protestant organizations, the latter of which has weaker Purian sentiments. REGIONALISM ON THE RISE IN GREECE. Athens, Greece. A growing number of Greek organizations are calling for the central government to some of its powers to local and regional governments. The Greek organizations are predominately separatist in nature. [-Separatist Support]

A SUBDUED OFFICER CORPS. Rome, Neo Roman Empire. An influential, but passive, military is a rare entity in the post-war world. In Rome, the uniform and the men and women who wear it enjoy prestige in everyday society, but save for the general staff and some heroic officers, this prestige doesn’t seem to translate to any real power, yet the military is fine with that. How long such a state of affairs will last is anybody’s guess. [+Monarchist Support]

NEW EMPIRE. London, Utilitarian Republic of Great Britain and Ireland. WINSDOR has used a type of nationalism to unite the people of Great Britain, but there seems to have been a cost. A growing number of British upper-middle class and upper-class elites wish to see the URGBI expand overseas. France, they claim, would be a prime target of expansion given its relative political weakness at the moment. However, others point to wide open territories in Asia and Africa as having higher rates of return for the military investment required to subdue the territories. [+Neo-Imperialist Influence]

TRUE BLUE DANUBE. Prague, New Danubian Federation. 2190 was a fairly uneventful year for the New Danubian Federation. While its neighbors experienced a fair number of drama, the people of the federation pride themselves for their relative lack of drama. [+Stability]

LONG LIVE OUR KING. Oslofjord, Technocratic Monarchy of Scandivika. Scandivika is doing fine, eh? Once you get around the awful, awful parts of living in the country, it isn’t that bad. In true Civilization fashion, long live our king indeed. [+Monarchist Support]

BALKAN WOES. Sarajevo, Neo Roman Empire. The city is no longer a den of vipers devouring Roman conscripts and volunteers, but only because the vipers have filled themselves with Roman dead to sate their hunger for the time being. To say that Croatians and Bosnians living in the Roman Empire do not enjoy the experience is an understatement. Rights afforded Italians simply do not exist in the Balkan colony, even for those few Bosnians and Croatians who are legally “citizens”. This is proving a breeding ground for separatist movements. FRENCH EXPANSION ON THE MEDITERREAN COAST. Marseille, France. The French military launched a successful operation aimed at expanding French territory along the Mediterranean. RELIGIOUS RENEWAL IN DANUBE. Prague, New Danubian Federation. A report by the European Council for Religious Studies concluded that the New Danubian Federation is experiencing a revival in its religious sector as a growing number of people reaffirm their faith and attend service. [+Moralism]

THE NATIONAL RAIL NETWORK PROJECT DERAILED NEAR BIRMINGHAM.. Birmingham, Utilitarian Republic of Great Britain and Ireland. The National Rail Network Project was the main project of WINDSOR in 2190 AD. The infrastructure project aimed to increase rail connectivity between the cities of Britain to facilitate the flow of commercial goods and passengers. In much of Britain, this has gone off without a hitch save for near Birmingham, where flooding has halted construction of the project as well as suspicious accidents causing the breakdown of machinery. THE ROMAN COMMUNIST PARTY. Rome, Neo Roman Empire. The Roman Communist Party is a curious entity in European politics. It is a self-professed revolutionary vanguard party with the goal of overthrowing the empire and establishing a people’s dictatorship. At the same time, the party is divided into two wings, the radical RCP which draws support in Bosnia and Southern Italy, and the Roman Socialist Party which is more moderate and draws its support from largely Northern Italy. Few people realize that the RCP is, technically, a part of the greater RCP. Neither wing of the party is truly happy with the state of governmental affairs, but it is the RCP that takes the harder stance against the government and can find allies among the non-citizen classes. LOYAL MILITARY. Nantes, France. The political crisis that plagued France in the summer of 2190 showed the military that it has made many enemies in society, and that the government is necessary for it to maintain its status and privilege in France. [++Neo-Imperialist Support]

PARSIAN CRACKDOWN MET WITH MIXED RESULTS. Paris, France. The soldiers and officers told to enter Paris were given expressed orders to “calm” Paris. In effect, this was treated as an order to crackdown. The crackdown was a success, at a notable human cost. UNDER NEW MANAGEMENT. Sevastopol, Corporate Collective Conclave. Anfisa Petrov has already promised a new era of “effective” governance and security over the “misguided policies” of the previous administration took focused on external matters. FRENCH DEMOCRATS. Nantes, France. Federalists and Republicans in the country are split on how to proceed in their ongoing civil campaign against the regime. Federalists are considered the less radical of the grouping and would likely settle for gradual reform, whereas the Republican branch is more radical owing to their claimed French tradition of being radical. In any case, the argument is damaging both brands at a time where the movement needs every ally read. However, as radical as the Republicans are, they’re losing many supporters to Federalists. CROWN SUPPORTS KNIGHT. Copenhagen, Kingdom of Scandivika. The decision to honor the knight was extremely divisive in the kingdom, with various groups falling along one line or another. Separatist groups have used this as proof of the growing breach of trust between the monarchy and the subjects it claims to protect. THE PURIAN EMPIRE. Rome, Neo Roman Empire. The pamphlet has a large, menacing machine looming over an Italian city. In large Italian letters, the pamphlet screams “Never again!” Of the many Purian states to emerge in the post-war world, the Neo Roman Empire has emerged as the state with the most military power. Unlike Terra Piccola or Danube, Purianism isn’t an intrinsic feature of the government’s ideology, which doesn’t prevent a large number of Purians from believing that is the case. FRENCH CULT OF PERSONALITY. Nantes, France. A cult of personality is beginning to emerge around the leader of France. For what reasons? Nobody really knows for sure other than he seems to be an extremely charismatic orator behind closed doors. The cult comes nowhere close to the one the leader of Libya enjoys, but a cult is a cult. MARSEILLE, GATEWAY TO THE MEDITERRANEAN. Marseille, France. Marseille has been under French administration for less than six months, but already it is proving to be a godsend to the French economy as it becomes an exit point for French goods to the rest of the Mediterranean. [+Market]

VERSAILLE. Paris, France. A remarkable number of people look at Great Britain and think “this is a good idea, what about us?” The Versaille Movement is a Visionary Thought movement calling for the establishment of France’s own advanced AI system to manage and run the country. AFRICA​

The majority of countries with a presence on the African continent signed mutual trade deals in 2190 reducing greatly reducing trade barriers on the continent. Time will tell how this experiment will play out, but already there are murmurs of discontent over foreign competitors “playing unfair” as well as a boom in new investment.

COMBATING SEPARATIST SENTIMENT. Lagos, West African League of City States. The government underwent a public education campaign aimed at warning its citizens of the dangers of separatism as well as the benefits of living in a close-knit, monitored, country. This two-pronged approach includes intelligence services digging through the lives of CEOs and government officials. The results have been mixed. CONTRACTOR SCANDAL ROCKS GOVERNMENT. Nairobi, Republic of Pambazuka. The Federalist Party of Pambazuka implemented a large infrastructure program in early-2090 with the goal of revitalizing the East African nation’s economy amid rising domestic demand. The Federalist Party, which promised “thousands of jobs to local communities” may have meant well, but the contractors who took up the crusade against poor water infrastructure used migrant labor from the eastern SADC as their metaphorical foot soldiers. These undocumented workers reported to a journalist investigating the allegations that contracting companies would bring them into the country and then take their passports, pay less than advertised, and threatened deportation if anybody demanded better working conditions. SUDDEN LOSS OF FAITH IN KOREAN GOVERNMENT. Seoul, United Korean Nation. The country’s cult of personality suffered a massive lost in support over the last year. DEFENSE AGAINST ISLAM LEAGUE. Tel Aviv, State of Israel. The DAIL is an Ultraorthodox Jewish organization that is rallying Israeli youth against what it perceives to be the dangers of the Islamic State of Egypt. The fascistic movement also strongly advocates for Israel to expand into Anatolia in order to increase its power in the Eastern Mediterranean. Army engineers discovered a prewar weapons facility in Sichuan Province far from any existing urban center. Some are asking the government to approve an expedition into the facility, while others request that the government condemn the facility and establish a permanent security presence around the facility to keep out civilians and spies.

POLY-BLANCHE EXECUTIVES MEET IN ATARAIXA ASCENDENT. Brisbane, Australian Arcology. The bombing of PB’s corporate office in the Upper Arcology has left corporate executives on edge, especially as no suspects or motive has been found, executive meetings have taken the air of pre-war parliamentary addresses. Not all executives attend all meetings in order to maintain a successor in the event of the worse, and the meetings are carried out in a revolving fashion between mansions in the Far Upper Arcology, the corporate office, and undisclosed locations. ANARCHISTS ARRESTED. Shanghai, All China Cooperation Organization. Three suspected leaders of ACCO’s largest insurrectionary anarchist organization were arrested under suspicion of planning attacks against governmental and corporate offices and installations. WHAT ARE CYBER VAMPIRES? Brisbane, Australian Arcology. A mysterious website has appeared and taken the Australian intranet by storm. The website, whose servers are mysteriously thought to be in Manilla (despite there being, as far as anybody is aware, of sea cables connecting Manilla and Brisbane), purports to contain a list of young men and women who are victims of “Cyber Vampires”. The list includes dozens of missing men and women from the Under Arcology, breeding widespread fear that the Cyber Vampires may simply be satanic cult that has operated in the Arcology for at least a decade. SHANGHAI TO SICHUAN. Shanghai, All China Cooperation Organization. The All China Cooperation’s confederal military launched an offensive in the yellow zone between Shanghai and Sichuan in an attempt to link the inland enclave with the rest of the country. UNLIMITED HORIZONS CORPORATION EARNINGS REPORT. Brisbane, Australian Arcology. The annual earnings report for 2189 for the Unlimited Horizons Corporation was released in March of 2190, sending UHC stocks plummeting to now lows thanks to lower-than-expected earnings, lower than the “pessimistic” (a quote from a UHC executive) outlook the markets had assumed. For the first time, the UHC management are working to avoid a potential hostile merger by one of its competitors. Oh how the mighty has fallen! [-Fascist Support, -Fascist Influence]

MAJOR UPSET IN THE UNDER ARCOLOGY. Brisbane, Australian Arcology. True to form, the Harper Family, the undergang crime family with alleged backing from the UHC, has dissolved following the assassination of Jonas Harper. While who is responsible for the brazen assassination is unknown, the dissolution of the Harper Family organization has left a power vacuum in the Under Arcology looking to be filled. You cannot do imprecise spending. No “all into”, “rest into”, “half into”, etc., orders will be accepted. Any order that says “bank everything” will be entirely ignored. Precise numbers must be used. Same for any military orders. No “half army capability goes this way half that way” type of stuff either will be allowed and is grounds for full dismissal of all military orders.
