Here is a sort of rough draft for a map.
Population in the the Northeast and Rustbelt is declining, and population in the southwest and West coast is exploding, the south has grown a slight bit, but is mostly the same.
Population points works like this
Blue:1 point
Purple:2 points
Red:3 points
Dark, Brownish Red:4 points
When claiming your initial lands, you are given a limit of 6 population points, this may be a combination of Texas and Oklahoma, or Kansas, Nebraska, the Dakotas and Wyoming, both combinations add up to 6.
Population affects the amount of armies you can field, and your economy (more people=more economic points). Highly populated states are harder to keep from rebelling if stability goes down.

That looks like fun. I'd play for sure. But maybe you would consider breaking some (read that: most)of the states up so that there's more room for more claiming and more people.
