Secondly, I would suggest an improvement on the NGO system. Namely, get rid of income from bases and make income dependent on donations, using rebel forces to collect taxes from surrounding areas (undercutting the government), or using agents/espionage to raise funds illicitly in a country (undercutting trade).

There is a huge difference between being a NPCGM and real GM that being just a NPCGM won't really prepare you for your first real IOT anyway.
I'm still undecided on whether trade tech will be in, but it's such a minor addition I don't think it'll matter.
That is one perk to getting rid of provinces. Nukes actually have a number of pixels uniformly.

non-provincial map that takes geography into account is one of the things I've been thinking of for a future IOT.

Well, trade tech more or less has represented the efficiency of one's trading apparatus. In MP3 it represented the merchant marine of the country in question. A larger marine transports more of the global goods and collects a higher fee to pass onto its home nation.
That was my idea anyway.
Then wouldn't it make more sense to have naval power figure into trade instead of a separate tech?
Actually that was the idea behind MP3; large trade fleets with no navy to match often ended up being raided.
Naval power has always indirectly figured into trade in that a large navy has a better chance of blockading a small navy state than vice versa.
Well, they did, until the Pirates transformed into Mercenaries. Funnily enough, I don't think that they are getting much money out of that...
