RULES UPDATE

So somehow water resources went over my head. It's pretty simple. You use your fleet to claim a resource and it will be marked as "yours." Resources marked for you will be yours to do what you wish with them. Because I love fun, you may skirmish with other players without declaring war for control of at-sea resources.
