I say no. Imperial Germany took a territory of mine without a good reason. They're paying for their crimes in full. How about this:
Imperial Germany must pay 2 xp war reparations to Scandinavia, and 1 XP to me, for the next 5 turns. They must secede 3 more of their territories to Scandinavia, and 2 to me. They make keep the rest.

Tired of the xeno economic dominance in Austrian industries, the people rose up and seized control of the means of production, creating a utopian socialist state.
Leader: Comrade Janica Austria
Note: To emphasize the importance of communal values, Comrade Janica, in his infinite wisdom has gotten rid of family names and values. Everyone is a child of the state and is given the surname of Austria.
Political System: Democracy (kinda)
The Democratic Assembly in Vienna has 12 positions on it. The members serve 16 year terms and 3 members new members are elected every 4 years. The Comrade is appointed by the assembly (and cannot be currently sitting in the assembly) and serves 5 year terms.
There are 4 political parties and it is the higher ranking members of each of the 4 political parties nominate the candidates to run for office on the council.
The 4 political parties are the Socialist Party, the Communist Party, the Proletariat Party and the Peoples party.
Economic Policy:
The state controls of everything. The people don't know what they really want or the best way to get there, let the state do it for them.
Civil rights:
Speech, like most civil liberties, is restricted and those speaking out against the government can be arrested and/or killed.
The media is controlled by the state and runs mass propaganda on the people in the interest of keeping the state strong.
Children are separated from their parents at birth and are placed in various orphanages where they will grow up and learn to become perfect communist members. The parents need not waste their time raising kids and can focus on their jobs and other interests (as long as the state deems it appropriate).
Population: 24,841,367 (made up number)
GDP: $687,529,365,249.22
GDP per capita: $27,676.80
