After long winded negotiations, the Confederate States of America and the New Zulu Democracy have agreed upon the following treaty in order to further the economic cooperation and prosperity of the two nations.

The Treaty of Economic Relations and Prosperity between the Confederacy and the Zulu

Recognizing the bonds of friendship which bind the two peoples of the Zulu and the Confederacy together,

Understanding the benefits to both people which trade would bring,

Considering the capabilities of each nation in terms of trade,

The nations hereby undersigned do agree to the following terms, hoping to create a lasting era of prosperity through trade with each other.

1) The Confederate States of America shall grant the New Zulu Democracy the status of a Most Favored Nation, and the New Zulu Democracy shall grant that same status to the Confederate States of America. This means that no trade barriers will be imposed between the CSA and NZD by either country in the form of import quotas, tariffs, or other practices which strangle and destroy the lifelines of trade.

2) Furthermore, both parties agree to encourage trade with each other by directly trading between governments.

2a) The Confederacy agrees to purchase raw materials from the Zulu, especially what diamonds the Zulu can produce, for use in the factories of the Confederacy.

2b) In exchange, the Confederacy agrees to encourage the shipment of finished products to the Zulu, as well as send advisors to the Zulu in order to help with industrial development.

3) Both nations will encourage businesses to expand between the two nations, hopefully creating lasting ties of economic prosperity between the two.

The undersigned parties agree to all terms outlined above.

The New Zulu Democracy happily agree to the treaty and would like to offer the CSA one ton of diamonds as a gift of friendship.
 
The Confederacy needs to learn that sometimes nations border each other by sea or in this case by colonial notion. We are saddened that the CSA is too weak minded to take pragmaticism. If you treat as a enemy go ahead but do you want to cost the lives of your warriors (and civilians) over Cuba? You do really want to not sign a pact of non-aggression?

If your so greedy you must have all of Cuba then it is appearent that we are the stronger culture group. We prey that sense comes to the CSA's leadership and that relations improve in time.

If you insist we are prepared to sign with you a deal that would restrict us both to have skeletal regiments in Cuba, with the base we plan being primevally for the purpose of a off-shore prison for high ranking detainees.

Still: if the CSA wants to be our enemy then we prepared to close the Panama Canal to CSA merchant vessels, unless the CSA makes some sense and agree that Cuba's North is Confederate and its Southis Imperial. Baring that a sign that you are not trying to be aggressive will be nice too. Just remember that if you attack us we will deny you swift access to the Pacific via the Canal. We are prepared to undergo talks with you.

By the way; with North Cuba you have no fear since we have to go round North Cuba to reach the CSA anyway if we did wanted to invade. We have a mountain now to keep our armies at bay called Cuba.

OOC: war in the first three turns will be unpratical. Peace can able us both to focus on building and there are bigger fish in the sea than Cuba. Plus I did not request Cuba to be split up just to allow one to have the whole of Cuba.
 
OOC: You forgot the bit where I said "this is why NESers look down on IOTers" or soemthing or another.

In other words; this is going to get tiresome and I ask the GM to rule on these "war encouragement betting" on grounds of brining the game into OOC foolishness.

This is a numbered IOT, they intrinsically lack seriousness for the most part.

Most of our trade goes through the Atlantic anyway because we do not have any West Coast lands. In addition, any economic attack by this will be met with an embargo by the Confederacy.

OOC: 1) Does the canal even exist in this timeline? IOTL it took a massively wealthy and stubborn nation (the US) to build it, and it happened in the 1900s. No such nation exists in this world, so I'm not sure it ever would have happened.

2) Who said anything about war in the first three turns (besides those people that were betting)?
 
The Confederacy is still of the opinion that any foreign foothold on Cuba is much too close.

How close is too close? You control the Northern half, the more important half for the security of the CSA. The southern allows us to protect the Imperium trade routes and Jamaica.

So you have no plots to the Pacific then? Japan's trade doors are open and you do not seeks trade with Japan? What trade policy is this? We are informing you of the canal as a warning, as a tool of us to deal with aggression. We are to use the tool if any threatening action is taken toward south Cuba or any other Imperium held territory that may be regarded as a step towards conflict with the Imperium.

OOC: if Communism and Fascism can exist in the time-line, and America being Balkanised as it were, it is not all too impossible that the Canal may have been developing. Anyway who said Panama itself did not become wealthy durning its democracy days in this time-line? Or that another power, like say Iberia, commissioned the Canal? Still it would be good to work around a time frame for the Canal. Anyway there is also the question of the Suez Canal to consider too. It also eases logistics, less the sea trade of the world will have to be settled with the Capes, while the Med could be blockaded by the one route...

The Canal is useful but not required for Confederate trade.

However, even though the Canal is not particularly vital to Confederate trade, should Panama dare to close the Canal the Confederacy she will respond with a full embargo on Panama, and do her utmost to get her allies to do likewise.
 
The Roman Republic wishes that you both calm down. We also wish to inform the world that Panama and Rome have entered into an alliance.
 
The Confederacy condemns this escalation by the Panamanians and Romans. If it was not obvious before this alliance, all the nations of the world should now see the danger the expansionist and militaristic Panamanians present.

The Confederacy calls upon the world to condemn the Panamanians for their evil.

History: With the decline of the Mexican nation following the loss of many northern territories as a result of the Mexican American War, Mexico became increasingly incapable to deal with its own internal affairs. The Pueblo peoples within the north began to agitate themselves. harassing the Aztec peoples living in this region of the nation. This resulted to a CSA intervention cementing the mutual friendship between the Confederate States and the Aztecs. Later on, following the increasing disparity between classes and rising foreign exploitation of Nahua lands, the Aztec minority gradually asserted its control throughout the nation. This minority was supported by non Aztec Mexicans as well, due to it being the only formidable opposition to the increasingly oppressive and corrupt government of Lázaro Cárdenas. On the 5th of May 1948, the Nahuatl Federation was proclaimed in the renamed city of Tenochtitlan, with the unconditional support of the Confederate States of America, signalling the rebirth of Aztec conciousness and independence. The nation has revived the Aztec culture once feared extinct, choosing Nahuatl as the official language of the state. It has also proclaimed the Nahua pantheon as the chief belief of the federation, choosing Quetzalcoatl as the patron god of the new nation. In order to be seen as more than savages, blood sacrifices are still outlawed while the keeping of slaves for any purpose is again fully legal in the eyes of the law. All Mexicans, Aztec or not, are invited to partake in this nation, and restore the greatness that once was.
