yeah yeah yeah. alliance with Rome, vague threats of war, blah blah. we wont actually take part in the war, just betting that one will happen. doing that does not put you in a good light, basically using threats to keep others in line. doesn't work.
The way the Ottomans did is a issue. Our threat was basically, we admit, a attempt to issue reality to their minds. We are not in the mood for a war with the CSA, nor would it be pragmatic for the CSA to be in war with us.

Seriously Cuba is split up as to not have the storm continue. It would make no pragmatic state for early wars, for we could in the time draw the line and ensure a non-aggression truce most solid.

History:
Shortly after the American War for Independence, The Committee for the Relief of the Black Poor, which was a British Charitable organization, set up a colony in the West African coast for African-American Slaves who were freed during the war. This Colony would later be called Sierra Leone and would later inspire the creation of America's own colony in the area. In 1817 the American Colonization Society was founded by Robert Finley of New Jersey. Its goal was to establish an American Colony on the Grain Coast for the purpose of giving free blacks in the USA a life that would give more Freedom and Opportunity to Blacks than they would be able to find in the USA.
Despite some struggles along the way, The American Colonization Society was overall successful, with Henry Clay able to champion the idea of using the Society as a possible way to end the Slavery debate in America. The Society was funded by the US government for 10 years, and the Society went about purchasing and freeing slaves, and paying for the Free Africans supplies and ships, the Society became very successful from government funding and was eventually able to purchase its own small fleet, it is considered by many to be Clay's last great act before his passing. However, despite the Societies success, the slavery debate could not be fixed, and in 1861 the USA dissolved, the South and the North were unable to reconcile their differences. With the USA government officially dissolved and the South and the North at the brink of war against each other, The Society was suddenly without funding.
The American Colonization Society virtually closed up shop, if it wasn't for the Strength of Liberia at the time. With the Dissolution of the USA, Liberia quickly drafted a declaration of Independence from the now defunct nation, and created its own constitution modeled after that of the USA. In addition to this Liberia invited the American Colonization Society to move its headquarters to Monrovia, the capital of Liberia. Liberia quickly integrated the ACS into a semi-government agency, having big plans for the future. Using the ACS fleet as her own Liberia blockaded the British Colony of Sierra Leone and drafted a document of Annexation. Understandably the British were not pleased and not Impressed. The British Empire quickly declared war on Liberia, thinking it would be a quick and easy fight. Once again they were wrong, in what many have called the "Third American war for Independence" and what is commonly known in Liberia as the "First War of Liberation" The British got entrenched in a bloody guerrilla war, with the ACS ships able to sink a few British ships, and Liberian troops were quickly able to seize Freetown, with other things to worry about, Britain signed the peace deal and recognized the Annexation of Sierra Leone.
Liberia, having built its industry mostly on substance farming would soon have a massive revolution in its economy, with the discovery of Diamonds in the newly annexed territories Liberia was able to fund many new projects. Modernization of the economy, industrialization, the creation of its own (non society based) Navy, and most important, the funding of the American Colonization Society. Because of this, the ACS was able to free many more African American slaves from the Caribbean, Brasil, and the now at peace CSA. Setting up more colonies and colonizing a majority of the Grain and Gold Coasts. However, Liberia was not without its troubles in the second half of the 19th century.

And Nedim, just out of curiosity, if one nation were to control both parts of Cuba would they get a whole IC from it?
IC: The Confederacy denounces the Panamanian imperialist attempts to get a military base so close to the homeland of the peaceful Confederate people. The Confederacy refuses to recognize Panamanian claims to Cuba, and also rescinds any recognition of Panamanian claims to the Caribbean or Mexico.
While the Confederacy does not wish to go to war over this land because of the peaceful nature of its advanced people, the Confederacy assures the government of Panama that they have made a serious mistake and an enemy.
Historical destination, I should have said. The CSA made the transition to industrialization long ago, and with the industrialization of agriculture slaves were quite worthless since there were lots of whites that needed jobs (Texan refugees). The government bought up all the slaves and sent them to Africa. Before I had the destination as the Zulu, but Liberia would make a whole lot more sense.
We were founded by the American Colonization Society, and because of them we grew strong, we would be happy and eager to see an American state help fund and support them once again.
ahh just read the post above, I was assuming that would have been the case already, i just haven't gotten around to do my history yet. The American Colonization Society lives on!
