Low Political Rights v High Political Rights: Low Political Rights
Political rights in Port Hadley are dependent on one's social standing and location. In general the nation is a Monarchy with power divided between the Monarch (Lady of Port Hadley) and the Gentleman's council, a gathering of all the landed gentry in the nation. The other figure of leadership is the grand Secretariat, an appointed position by the Lady of Port Hadley. The succession line of the title of Lady is a semi-electoral hereditary position, the previous Lord (or Lady if the Lord happens to be deceased) selects a successor from his children. Current tradition dictates that the successor is the eldest daughter. All of the sons of the Lord and Lady are generally given their own titles, similar to a system of Salic patrimony, daughters other than the firstborn are often encouraged to become artists, some sons also choose this path in favour of Gentyhood.
Political Rights vary on location. In the national assembly of the Gentleman's council there is near to no representation for unlanded citizens however in some of the countries divisions there is substantially more representation.
The Duchies: Within the duchies there is little representation - these lands represent those owned by various dukes and duchesses and the Crown Duchies of Port Hadley. There is no official political freedom or protected political rights in these areas.
The Free Duchy of Jakarta: The Duchy of Jakarta was just another simple dukedom until during the Leyton Regime James Leyton forcibly removed the title from the former duke and set up a new Gentlemen's council called the House of Gentry but also accompanied it with another house called the House of Commons which has positions elected by common ballot.
Freetown Thorley: The only political right you have in Freetown Thorley is your right of non-interference from the government. It is a rather anarchic, but thankfully extremely small place.
The Northern Princedoms: Centered around the Northern inland territories of Port Hadley the Northern princedoms are a republic like organisation of Indian Princes who elect a single Grand Prince. These princes also get seats on the Gentlemen's council, there are little political freedoms for the lower classes.
Social Liberalism v Social Conservatism: Social Liberalism
Social Liberalism has defined Port Hadley throughout its existence. The policies of the government are coherent with Social Liberalism with large provision of services and the overarching goal of the greater good for the community which is especially encouraged to those unlanded citizens that make up nearly all of the nation's population. The most progressive areas are found in the Free Duchy of Jakarta where the house of commons is dominated by the Socialist-Progressivist party who seek to slowly but surely provide rights and equality to the huge cities and slums of the Jakarta region. Conversely the Northern Princedoms are given a lot of free reign by the Gentlemen's Council and thus they are highly conservative wishing to preserve the old values, some of the Princedoms even still operate a caste system although this practice is denounced by the Gentlemen's council.
Low Economic Freedom v High Economic Freedom: Very Low Economic Freedom
Land within the Duchies of Port Hadley are all owned by the title holder of that land, as is all material property on that land (though the possessions of Artists and Musicians are exempt from this law). All economic practice must be cleared with the landowner and all business profits are highly taxed. The majority of enterprises are state owned, plantations and other primary sector ventures are all administered by the direct landowner. Services and Manufacturing are administered centrally from Port Hadley or Jakarta.
Belligerent Foreign Policy v Peaceful Foreign Policy: Peaceful Foreign Policy
Port Hadley has a fickle foreign policy depending on the opinion of the leader in power. During the Leyton regime there was aggressive expansion into VOC territories and into the newly declared Madagascan empire however the when Marie-Charlotte Hadley was Lady of Port Hadley she had a very peaceful attitude and chose to take an active stance against other military actions such as the planned Japanese invasion of the philippines. However with the rise of Sarah Hadley and the signing of the Taipei pact anything could happen in the future. However, since the signing of the Pact there have not yet been any acts of aggression.
Interventionism v Isolationism: Interventionism
Port Hadley is highly interventionist in both the economic and international relations senses of the word. Economically Port Hadley has always had an agenda to control the movement of so called Indian Goods. To the extent in the EOTS conference that none of the signatory nations are allowed to trade in such goods without paying the correct tariffs. This combined sphere of influence of Port Hadley and Japan leaves only the VOC and Canton republic in competition for control of the trade. The tariffs are exceptionally high and are designed so that other than the state owned trading ventures it is near impossible to set up an enterprise in East Asia without it being rendered economically unviable.
In the Political context Port Hadley is always looking to expand its sphere of influence in the eastern oceans and in India. An example of this is the failed War of Sindh in 1928 where Port Hadley tried to create an enclave in the Ottoman Empire.
Offensive focus v Defensive focus: Offensive focus
Port Hadley's armed forces have always been based around the navies (Be they sky or sea navies) and thus all military operations have been carried out with huge degrees of precision in their striking. However the lack of an organised land branch of the armed forces makes Port hadley vulnerable to attack, especially along land borders which are hard to reach by airship.
Army Focus v Navy Focus v Airpower Focus: Airpower Focus
The Armed forces of Port Hadley are an unusual affair with a near feudal system in place for the raising of conscripts, a huge merchant navy backed with a smaller number of warships and the world's mightiest sky navy.
The Navy of Port Hadley:
The Port Hadley navy is mostly comprised of a merchant fleet of clippers and similar ships that transport the teas and spices that have made Port Hadley so rich. The Merchant fleet is one of the fastest, most efficient and largest of its kind, however other than this it has few saving graces, its not known for carrying in bulk and whereas many other navies are now made of steel ships the sea based navy of Port Hadley remains almost entirely wooden with a couple of Ironclads built as experimental vessels during the Leyton regime. Many believe that it is not necessary to operate a large sea navy though, mostly due to the huge sky fleet that marks Port Hadley's real military strength.
The Jakarta Air Fleet is the largest of its kind in the world. The city of Jakarta during the late 19th century surpassed all others to become the leading producer of steel and this economic boost allowed for the creation of the worlds largest Airfleet. The Jakarta air fleet now has branches across the territories of Port Hadley although the main base where all administrative duties are fulfilled is still Jakarta where the fleet first came into existence. Huge Warships and small scout-zeppelins line the skyline of Jakarta with the rare interruption of one of the massive sky clippers that transport the trade goods that sustain Port Hadley's wealth. On special occasions you may also catch a glimpse of some of the largest airships - the Battle Barges of the sky, as they are often called. These behemoths are often used as flagships in aerial combat and as points of coordination for the fleet.
1) Port Hadley Class Battle Barge, currently only one in operation, flagship of the Sky Fleet
2)Scout Balloon - Used for long range reconnaissance and for going into areas of hazard that would otherwise been untraversable for Airships such as storms.
3)War Zeppelin - invented by Count Ferdinand von Zeppelin, a second generation migrant in Port Hadley, the Zeppelin's were amongst the finest ships available. These are one of the standard frontline ships used by the Sky Fleet.
4)Sky Clipper - Built for the Port Hadley mercantile fleet these Airships have a large fin like protrusion on their back which holds both the hydrogen needed for lighter than air travel and much of the precious cargo of teas and spices. These are the second largest airships employed by the Air Fleet and there are currently 6 in operation.
5)Light Zeppelin - Employed by the Airfleet as a faster alternative to the War Zeppelins. Light Zeppelins are more agile and are often used in precision operations.
6)Battle Barge - these are the battleships of the air, the giant masses of steel, weaponry and faith that are used when extreme firepower needs to be brought in. Battle Barges are rare sights but when they are seen... Well they make a big impression.
7)Sky Guard Patrol boat - The Skyguard are the excise men of the sky, making sure smuggling and piracy are kept to a minimum. Smuggling is the primary concern as the extortionate Port Hadley tariffs make smuggling very lucrative.
8)Marine Ship - The assault carriers of the Skyfleet, the marines represent the only trained soldiers in the Port Hadley armed forces thus they've got to be swift and good at what they do and all the Marines are trained to be just that - the elite of the Skyfleet.
9)Traditional Smuggling Vessel - Though not employed by the Sky Fleet these ships are of the kind sold on the Jakarta black market by some elusive group that makes them at an unknown location. Smuggling is highly lucrative and it is obvious that only the best designs have been used, this type of ship is incredibly fast and agile and increasingly in recent years they have been eluding the Sky Guard.
