Not true. The cost represents the cost of training them. Also, education, technology, etc. will have an effect on training. It's just not a stat you can explicitly increase, because it's ridiculous to carry over training from the last update when that was 100 years ago.emu said:they are all peasents, their is no training level

Use your imagination! These are situations outside the rules, and I'll deal with them on a case-by-case basis.
The bottom line: temporary changes in training are possible, but until/unless we go to much more frequent updates, they won't persist.
