It is available. Not a bad choice. Though iron has yet to come to the western mediterranean, the region is still developing quickly, and its only a matter of time. Plus you would be connected to the Ghorthan trade route, and have a few buffer states between yourself and the nearest large power (Tarnessa).

The powerful triple union of Athens, Corinth and Sparta still kept united as time went by. The Athenian kings remained leaders of the alliance thanks to their ability to diplomatically play on the Corinthians to gain more support than the Spartan kings. The united Hellenic state was named after the Athenians and the Spartans did not like it one bit, but the union had to be kept for now for outside of the Hellenic world great empires stood. Great states like the Cretans and Rhodesians and most of all the mighty Hittite Empire right across the Aegean Sea posed a threat to the Attican union of the Hellenic people.

Among this world the Athenian kings continued a slow move towards naval power. None of the threats could arrive by land and the sea was where most of the resources came from and so the Athenians pushed the alliance to build more ships, more power but the Spartans could not always agree. They made sure the alliance must increase the training of its troops before others might come to hurt the Helens. Eventually while the Athenians used their economy to build and man more ships the Spartans chose to direct theirs to train their share of infantry in the alliance. Messengers were sent to the outside empires requesting official trade and ships were sent across the sea to find more luxurious trade routes.

A union through conquest of various formerly-independent tribal city-states, the Empire of Euskal Herria was consolidated through a series of wars between the tribal city-states which emerged with the city-state of Bilbao as victor. Extending cultural, economic and political influence throughout the region, the Bilbaoan victors cemented the rule of their Emperor through the belief that their victory was ensured by the sun, an object of worship which all the various tribes shared in common. Thus the Emperor became synonymous with religion, and the title of the Sun was extended to him.

The region remains relatively calm, while a quiet power struggle brews behind the scenes between the various economic interests of the city-states, and the over-arching will of the Imperial dynasty which seeks to maintain the unity through any means necessary.

Background:

It is thought that the two characters used by the Jin peoples to describe themselves, the 'Bun Jin', were originally written as 萬晉 - 'ten thousand' or 'myriad' 'Jin'. Sometime in the Spring and Autumn period, however, contemporaneous with the rise of ancestor worship and the veneration of Matzu, the characters used shifted to 文晉 - 'literate Jin', the term used by the itinerant priests and teachers who spread veneration of the Bunjin pantheon, the doctrine of Master Wen, and mostly importantly, the irrigation and flood-control techniques that allowed two crops of rice a year.

The development of a true writing system, able to fully represent the Jin dialect in its entirety, carried the Jin across a tremendous organizational divide. Writing allowed the promulgation of the Jin calendar, surprisingly accurate for its time; accurate timekeeping granted the ability to plan in advance. Writing allowed the efficient collection of taxes, the distribution of royal orders, and the creation of institutions capable of surviving longer than a single human lifespan.

For all those looking to join, new areas will be opening up next turn as well. These are the western Sahara and Indochina. You can wait till after next turn to join, or join there now and I will build up the region around you.
