Both the Iroques and Ottos are willing to talk. The Iroqs have nothing to offer, the Ottos would 'almost' give us a city or a couple of hundred gold.

I decide to not make the sell yet, it might be worth it to wait for peace with the Ottos.
Plant a spy with them while we're still at war.
Kill an Inf and 2 Sipahi to reclaim that Arty, no losses or upgrades.

This is a good time to discuss trying to get York from the Ottos or sign peace and try to get it from another source. We can get out of the MA with France now.
We can get Mass Production, money and Spices from Japan for Radio. If we make peace with the Ottos we can get some money from them too.
We still have the Leader to rush the UN when Fission is around (only three techs away..!)
