You're obviously right that we have to get coal by doing a gift-and-trade, and the Iroquois look like our best partners for the manoeuvre. They have two coal sources hooked up right now--perhaps you didn't look under Akwesasne, Space.
We should give them Magnetism and Steam Power, and then gain their coal for the cheapest combination of furs and techs they'll accept. If we're lucky, they'll remain behind the research pace all game, and we'll be able to renew this deal until we win just by giving them techs and luxuries.
Edit: Only one Indian coal seems to be hooked up right now; the Indians don't want (or are already getting?) our furs; and the trade route to the Iroquois lands would be safer, since the Indians don't seem to have a port. So definitely the Iroquois, I think.
We may have waited a little too long to start a palace pre-build for ToE, but we should still try it. This isn't the sort of game in which building one very expensive factory, if it came to that, would hurt us much. I'd suggest Valencia as the location for the pre-build, meaning that we should 1) rail Valencia's irrigated plains tile so that the city can feed twelve citizens, 2) merge two native workers into it, 3) give it two tiles presently assigned to Santiago, and 4) rail all its worked tiles as our highest priority in the railroad campaign.
