Senators of Rome,
The troubles in Gaul are not easily overcome and our budget and resources are limited. During these times of trouble, we must come together, shed the divisions of the past, and act as a whole. This will demand sacrifice.
I have no authority beyond Greater Gaul but I need you, good Senators, to come together and help us in combatting the threat to our allies, to our soldiers’ lives, and to our perception by foreign powers. Ultimately I ask you to sacrifice because you believe in and love Rome.
The sacrifices I ask are not great, and are divided amongst many so that we each bear some small portion of Rome’s needs. But each of you must choose for yourself. I cannot command you. Do this for love of Rome, not because you are ordered.
Here is what I ask of you.
To Titus Lucretius Longus (momo1000)
Are you willing to strengthen Rome and better prepare us to fight its enemies by building either militia barracks or a javelin range in your province? From there we could support most of Gaul as well as the west. I will try to secure financial assistance from other governors.
To Servius Arrius Celsus Arrianus (theDright)
Command the construction of some sort of military building of your choice that you think will best serve you in mountaneous terrain- be it barracks or javelin range. Coordinate with Titus Lucretius Longus (momo1000) to ensure you are not building the same sort of building.
To Servius Licinius Ulpianus (DC123456789)
I ask that you send 250 auxillaries and 40 scouts to assist Servius Arrius Celsus Arrianus (theDright) and Severus Sertorius (<nuke>)in Hispania.
Send whatever funds you can afford (minimum 3?) to help Servius Arrius Celsus Arrianus (theDright) to build military buildings in Hispania.
To: Rufus Amidarus Laconibus (Seon)
Send 250 auxillaries and 40 scouts to assist Servius Arrius Celsus Arrianus (theDright) and Severus Sertorius (<nuke>)in Hispania.
Send whatever funds you can afford (minimum 3) to help Servius Arrius Celsus Arrianus (theDright) or Titus Lucretius Longus (momo1000) to build military buildings.

Once across the seas (a feat you will ensure) these forces will be placed under the command of Severus Sertorius (<nuke>)
Send whatever funds you can afford (minimum 3) to help Servius Arrius Celsus Arrianus (theDright) or Titus Lucretius Longus (momo1000) to build military buildings.

Each of you, as well as myself, Albanus Quintus Cato (Immaculate), will donate 250 auxillaries and 40 scouts assist Servius Arrius Celsus Arrianus (theDright) and Severus Sertorius (<nuke>)in Hispania.
These forces will be placed under the command of Severus Sertorius (<nuke>)

I ask that you take a military command. Your command is not that of a general (OOC: as defined by not commanding a legion, and as outlined in a private conversation I had with Ekolite) but effectively serves as one.
I ask that you, with the Consuls’ blessing, command the personal forces of the senators outlined above during march, coordinating with merchant navies operating from Sicily and Africa to bring the forces therefrom, to theater in the [censored].
Once there you will coordinate with Servius Arrius Celsus Arrianus in accordance with further military orders I wlll be providing.

To the Generals and Governors who are or will be involved in Gaul
I have outlined a plan which is currently in consideration by the Consuls. Once I have heard from the Senators whom I have asked to provide soldiers, funds, or construction, as well as both Consuls, I will reveal to you our grand strategy and plan for the coming season. Almost all of you will be involved in some military action or another. So, brave senators, generals, governors, be brave, be strong, for our soldiers, our people, our traditions, our lands… for Rome.
The goals are stability, dominance, and peace, but the road may well be a bloody one.
