Portugal and a supposed Zombie mode are the last content for NFP. The achievements were found on Steam early.

I would say both also.
For Steam, not sure if it's a "technical/organizational" constraint, maybe it just made their life easier to release the achievement sooner, and they didn't really care about leaking not top-secret info.

It's probably intentional. Leaks are the big thing in all the news lately. Someone probably decided it was a good way to keep people interested.
