Anyone noticed that with 1.1.0 does not cycle unmoved scout units before end turn button appears even the setting is enabled? Or it does, but only sometimes.
Somehow, GB got the Siam treatment this round—i.e., even if you "unlock" them in Exploration by making two Fleet Commanders, they're still locked. Has anyone found if there's a hidden condition to make them playable?
The Civilopedia says a Quarter consists of two buildings “from the same Age, two Civ Unique Buildings, or a Full-Tile Building”. How do Ageless buildings fit in with this. Do they count as any Age, are they their own Age ,or they don’t count for Quarters at all?

I was able to play as Britain as Tecumseh/Mississippi/Shawnee (so no leader or civ unlock) after building two fleet commanders, so it seems inconsistent. My exploration age also started under the 1.0.1.0 version, so I was especially surprised to see it as an option at the start of the modern.
As per Firaxis glossary, which seems to answer the questions raised here:
Quarter: An Urban District that has two Buildings from the active Age (or that are Ageless) completed in the same tile. Some Civilizations have Unique Quarters with additional bonuses.

Yeah, I get it, I just think it's poorly explained and insufficiently emphasized within the game. In short, a "quarter" is a completed urban district where both building slots are filled with relevant buildings from the current Age (or ageless buildings).
It appears that wonders only extend urban district adjacency if they are adjacent to an urban district. They don't allow you to break the urban districts into multiple sections. You need to put another building in that central tile between the two wonders, and then you should be able to put the library where you want.
