After reading all your reports, I have started this save file again and trying to do all the things you have done in your tries above. Like Jersey Joe I started the game as a save file of the epic game (not as a scenario).When starting the turn in the save file, I heard the C3C music, but no map did appear. This behaviour appears frequently when starting big scenarios (like SOE), but I never had it when starting a save file. After 12 seconds the map appeared on the screen.

I klicked into the minimap and the game didn´t react, but had a short time freeze. In that time I wasn´t able to activate anything different, including Indian units. After some time (here I didn´t check the seconds), the AI started their moves quite normally. In the next turn (1780) I could move the Indian units as normal in a normal speed.

It seems the save file 'thinks' the turn of the human player has ended and doesn´t allow the human player to do anything more in that turn. In some kind it reacts like in a multiplayer game when one of the players has finished his turn. Such an error in a single player game was never reported for CCM and I don´t think this error is a 'CCM-specific' error.
 
I can confirm Civinator's comment above. I woke up an unit in Delhi. After that, the game was responding normally.
 
I then fortified the same unit, and the game went back to to stuck mode.

Notes:
  • It does not seem necessary any more to have a unit unmoved at the end of a turn.
  • We have been Studying Jurisprudence for 3 turns. Delhi has started prebuilding toward getting the 200 shield Supreme Court. Delhi will have 200 shields in 5 turns.
  • There are a number of healthy troops fortified in Fes.
  • The Great Leader is next to Avigon.
  • I just started to build Explorers. I figure it is better to lose a 10 shield unit instead of a 50 shield unit. Also, they get 3 movement over any terrain so they are good fog busters in jungles and hills.
  • I have been using “goto’s” to move troops from core cities to the front.

I just started playing. The number of fronts to manage is getting to the overwhelming point.
 
On the Northern front (Maghreb, S. African, Spanish, Aztec) I just kept our troops near Fes and Rick's Cafe. I was thinking of rushing a Castle at Rick's Cafe, but if the Spanish only send a few troops at a time it can get along without a Castle and sending seriously wounded troops to Avigon to heal.

On the Western Front, I think Brazil has used up most of its "spare" troops. We should be able to approach their cities with little opposition. I never saw many troop from Egypt.
The Naval Bombardment of a few of our cities is annoying.
 
Mid set thanks. I don't think I'd be able to deal with the Aztec rush without the fast healing in Fez thanks to the castle. There are a LOT of Aztec units I am fighting up there.

Maybe when we start moving north from Fez the Aztecs and S. Africans will be afraid to leave their cities. :D

To me, it looked like the ships going in to and out of the fog just Northeast of Fez were moving overland. I think they were moving in to and out of a city.

I click on a lot of units near the homeland. Hopefully there aren’t any go to orders left.

I found some cities building units without castles. I switch to castles to get vets.
I switch a lot of high corruption cities to admin centers.

I reduce the luxury rate to zero. I only have to fix 2 cities.
(IT) Germany won’t become our puppet, so I refuse there offer to talk.
I can’t figure out where the Aztecs are going as some troops head north, while others go south.
At lot of ships bombard us someplace.
A ship at sea was killed. (1-0)
An explorer was lost. (1-1)
Brazil got a knight, but lost a camel. (2-2)

I missed at least one city building regular units - Rheims.

I hit a small stack from the Aztecs near Rick’s Café. I kill 4 buckets and 1 chariot. I lost 1 knight, 1 MDI and 1 elephant. (13-6)
In the open I kill 2 Brazil crossbows. (16-6)
I kill 1 Egypt crossbow. (17-6)
I missed that we already had a leader. :( Rick’s gets a rushed castle.
I find a large stack of South African units. I kill 3 crossbows, 5 knights, 3 pikes and 2 MDI. I lost 1 knight. (30-7)
I didn’t find all the go to units. I have no clue what is being reinforced :wallbash:
(IT) I just saw a paddle wheeler from Maghreb. We are at least 5 techs behind them.

Brazil still has 4 cities, and I’ve only found 2 of them so far.
The city comes with Mausoleum of Mausollos. Sadly, it goes obsolete with Free Artistry. We might get one or two settlers out of it. The brand new monk culture bombs it.
I kill 2 stray Austria crossbows. (38-10)
Chittagong is founded near the former AI city. It comes with absurd growth.
The area around Rick’s Cafe will we be defensive actions for a bit. There are still multiple Aztec stacks to wipe out.
I kill 6 Aztec camel warriors. I lost 3 knights. I hate fighting in hills. (44-13)
I kill 2 Maghreb crossbows. (44-13)

With all of the pirates near Suhn, I won’t be able to finish developing the last 2 tiles. I irrigated 1 just to have the ships wipe it out.
(IT) An Austrian crossbow is dead. (45-13)
A lot more Aztec troops pour across the border between Rick’s and Fez.

It is barely captured. I just see more Egypt borders, so still no clue where the last of Brazil’s cities are.
I thought the mystery borders with Austria. Instead, we are screwed and gain Israel as an enemy. :aargh::aargh::aargh:
As close as they are, I don’t know why we didn’t already find them.
I hit the Aztecs again. I kill 8 pikes, 2 crossbows, 3 chariots, 1 eagle warrior and 1 camel. I lost 1 knight and 1 enslaver. 1 new worker was gained. (65-19)
The main stack is still large enough that I have to scroll. I kill a Maghreb crossbow. (66-19)
(IT) I kill 1 Aztec camel. I lost 1 arquebusier. (67-20)
I lost 2 knights and 2 elephants approaching an Egyptian city. (67-24)
I start research on naval guns at 5 turns. We badly need more science. Delhi switches to Supreme Court due in 1 turn. Many of our semi-corrupt cities will be building courts. Corruption is hurting us. Korea completes Buddhist Art.

This time I capture it.
I hit the Aztecs again. I kill 6 MDI, 3 pikes, 1 crossbow, 4 eagle warriors and 1 camel. I lost 1 knight of the realm, 1 elephant, 1 camel and 2 knights. (84-29)
The stack is still massive. The good news is the defense 3 and 4 units are gone. It is getting easier to kill the stack.
I kill a Maghreb crossbow. (85-29)
I withdraw the stack near Egypt. I need to get a more units together before trying again.
(IT) 2 knights are killed. An Egyptian lawyer is dead.
Britain shows up to talk. I have no idea how we got contact. War has begun.
The Supreme Court is built.
I was hoping the Aztecs were done, but another decent stack is on the way. They foolishly split the stacks.
