Technically, your people have become somewhat rivals. However you two are left out of the European block of Alliances and would benefit from this alliance. I say go for it.

Nation Background: The Russian Empire has largely spent the last few decades building up its industry and staying in isolation. Post Serbian War the Russians really stayed in isolation and in anger as all its allies fell away and the cold war or arms race so to say began in fear of the USEC invading. Feuding with the FSA and USEC continues quietly as the military is ready to pounce forth at a moments notice.

Oh for your question Das. The capital was moved when the economy declined as a new central industrial zone and also as a factor of fear of USEC invasion.

OOC: I don't think that is quite IC, ThomAnder. China hates Japan and has every reason to fear them. Japan is closely allied with America, and China has been afraid of invasion from that quarter for the last thirty years. Moreover, China is allied with Britain, so it has little reason to fear the west.
 
OOC: I didn't know the allied with Britain part (where was it mentioned?)... For the record China would NOT fear japan. We did beat them back, afterall. What is my relationship with FSA anyway, i read something about tons of chinese immigrants going there..? Besides, Chinese arrogance has no fear ;) Lastly, in these times, yesterday's enemy can become today's friends. The reverse is also true.

Lurker's Comment: With all due respect, that is a false statement. During the initial Japanese invasion, the hating and fearing were the last things on China's minds. They were more of an annoying mosquito that had managed to bite us in an uncomfortable place aka Beijing.

And really, the invasion was a blessing in disguise. Why hate the thing that gave you life once more? ;)
