Machine Guns and Gatling Guns aren't siege weapons; we have seen them fortified, which siege weapons can't do (but archers can). But in order to fire a ranged shot, the Gatling or Machine Gun must give up being fortified for that turn, and so will not be as effective if attacked. It seems like a pretty reasonable tradeoff.
