You need only two cities for a colony. Also, I think colonies can be created from former AI cities, but I'm not sure about this, if the AI is still alive. Maybe the game will only allow liberation in that case (I'll try this out).Hmm.... Tower of Babel idea. May have something there but not sure. Build 6 cities, spawn off three, rebuild. I'll think it through a bit.
for controlling a vassal state, but I don't think anyone ever made a strategy out of this. The point is that by creating three vassal states early, you get +3
permanent thats for the price of six settlers. It is also intercontinental, unlike the Notre Dame, which is costing 5 and a half settler for +2
on its continent. Also compare to building colossea: each costing 0.8 settler. If you have more than two cities, the two settlers are cheaper. Of course this is limited by available terrain and free colony/AI slots. I would say on the medium and small map that I played, three vassals are a better source of happyness than the Notre Dame, as I will spread over many islands. Hammy cannot tech

Thus he cannot ever build a courthouse/jail/Agency/Bureau, nor can he adopt representation/universalt suffereage/caste system/emancipation.

.I've got an idea. I'm not sure what leader or what the role playing angle would be, but what about 18 civs on a standard pangaea map. Just that many civs and so little land would be quite an interesting game.
Maybe something like Girl Power, or Queen of the Amazons. Where you play as Boudica, you put in all the female leaders manually, and then the rest are random leaders. You need to win a domination victory by eliminating all the male leaders, and can't deny requests from any of the female leaders (not even Victoria). If you think the female angle is too similar to the Washington game you can forget that part. But I just want to see someone play a game with that many civs.
Or maybe a game as Sitting Bull where you see that the world is overcrowded, so you need to take it over to save it. Conquest victory. Obviously no chopping of trees or jungles (except for resources), forest preserves and environmentalism is mandatory.
Another interesting game would be one where every city must be built as close as possible to other cities, kind of like how the Ai builds cities. So no more than 2 tiles between cities. CxxC.
I like the 18 leader angle but my computer would take a month to run it.
Map size makes a difference by the number of default leaders.
The problem I ran into with BTS is the colony system, eveytime a new colony popped up on huge maps the computer slowed down.
The Mad Scientist's household has made a democratic decision to acquire yet another computer system, as the high school offspring and the spouse' master's program have made their demands known. They keep arguing over who uses the new fast computer leaving the figurehead king to slug along on the archaic system.
All that said, the Figurehead King (aka, Mad Scientist) knows he will never truely get to use the said new "family " computer and is content hiding in his corner of the house with the forgotten "old clunker". If such a situation arises where he can actually get "time" to play a game on the "modern" electronic equipment he will post an 18 AI Pangea slugfest. The odds of that happening are equivalent to Tokugawa getting the entire world pleased with him and winning an honest diplomatic victory.
REgarding the Rome idea, I like JC (Agustus has been played out already) for this although I'll have to think of some RPC angle.

You can set 18 civs into a standard map. Wouldn't that game just run at the same speed as a normal 7 civ standard map?
Isn't it sort of obvious, with the Romans, Byzantines and Holy Romans?
So will there be a new poll?
GREED! (Mansa in a CE game, with the need to control all commerce resources
FDR's Attonement (FDR must meet and befriend Toku in an archipelago game)
Boudica's Man! (She must marry one man, kill the other, fight off the other ladies on a Pangea Map)
The Envious Little General (Napoleon must steal all of the world wonders but build none)
The Annoying French (Louis must harass the English while bringing Paris to 300,000 culture)
Stalin's Iron Fist (another OCC, this time Stalin must win via conquest)
Rameses the Intolerant (HE must found a religion, project himself god, destroy every other religion!)
Survayarman's II Earth Excursion (On a Fantasy_Realm map, Survavarman II must either exterminate all of the humans or flee back to the home world!)
Lawless Hammurabi (He must refuse to research Code of Laws and other certain techs, seeing in a dream that Babylonia will eventually fall if he builds it. Also no espionage)
Any others?
I'm currently playing a duel map with 18 civs. Now THAT is a challenge. As soon as you spawn you'll meet about 4 other ais. Every single capital is sharing tiles with every other capitals. There's tons of wars going on all the time, with everybody dogpiling the same person until they get destroyed. 6 civs have been wiped out so far. I've culturally flipped 1 city, Brennus's old capital after Isabella took him out. And i'm about to culture flip Washington's capital, which will destroy him. Mansa's capital should soon follow. A few early wonders are a must so your own BFC can stretch out. I recently flipped a source of metals finally, so i'm about to open a can of whoop ass. The buddhists, led by isabella are kicking the hindu's asses. Isabella alone wiped out about 3 civs.
Overall a super fun game, you should consider it.
