AI is limited to use artillery at all. You will see it from time to time, but no waits artillery overpower from AI.
In theory, AI can use land transport; i saw evidence in other mod thread and once or twice in my test games. Ofc very few times comparing to amount of APCs and infantry it can produce. Standard civ game miss such uncommon strategies that makes ai dumb, but land transport has too big role in real to miss it in mod.
I think multirole helicopters can be used for transportation like APCs - rarely, but ai uses them well as regular combat units. Steph's editor allows you to set specific unit strategy even if it locked in original civ editor by other options. And it works. But can be lost if you save the scenario in original civ editor.
Drones are from very misc type of units (just 3 tiers: zeppelins->awacs->drones) - movable air units for explore, but ai don't need to explore smth, especially on revealed map.
Tu-95 is a nuclear bomber itself, you don't need any missiles to load into. Computer players gladly nuke each other with them. (there is note in civilopedia basic scenario page about label Transport:1 for bombers - it's not for transportation)
I didn't select carrier flag for New Jersey and Odin? Okay, maybe these only two hybrid battleships are too unique prototypes to let AI build and operate them

To prevent ai from building a lot of expensive dots/turret in his towns, there are no strategy flags. But it still can build a few accidentally.
