On the non-free DLC (360/PC Version):
1. Lair of the Shadow Broker
Why: Advances the plot. Does it well: appropriate amounts of lulz and drama. One of the better boss fights in the game from a gameplay perspective; one of the better boss fights in the game from a "this is awesome" perspective. (Those are separate, by the way.) Cleans up the Liaramance and returns it to its (rightful

) place as the best romance option for either Shep (especially Femshep). New level design philosophy (especially apparent on the Shadow Broker's ship) showcased, prototypical for ME3.
2. Kasumi: Stolen Memory
Why: New squadmate, new squadmate, new squadmate. Opens up tactical variety with flashbangs. Kasumi herself is roughly as valuable as Miranda, with equivalent debuffs (Overload/Shadow Strike instead of Overload/Warp); Kasumi is somewhat glitchier and can't do Warp bombs, but Shadow Strike is a slightly better debuff than Warp and flashbangs are overall much better than Slam. The Locust is a revolutionary SMG and changes the way every class except Soldier works. Storyline is decent. Mission is of decent difficulty: two YMIRs, a semi-difficult warehouse fight, and the battle on the landing pad add up to probably the most challenging pre-Horizon engagement in the game.
3. Arrival
Why: Advances the plot immensely and provides the immediate background for ME3. Improves on level-design elements from LotSB. The Object Rho fight is one of the most challenging single fights in the game; everybody who plays ME3 ought to play it at least once with a Claymore Vanguard on Insanity. In addition, forcing Shepard to fight on her own requires you to develop an entirely different tactical approach, which is fruitful if primarily from a self-examination perspective. (For instance: a Soldier build that revolves around squad debuffs from Warp and Overload does not have a particularly easy time.) Downsides: not a whole helluva lot of choice in how everything turns out; not particularly funny.
4. Overlord
Why: Interesting look at Cerberus and the geth. Plot is very well done, maybe even the single best of any of the DLC (excepting LotSB). Pretty much the definition of DLC: something that doesn't really detract from the overall scenario if not done, but which is internally fun and well-created. Genuinely funny in many places, but also fairly ominous depending on the point of time. Probably could've used more actual fighting: arguably the toughest bit of combat is the first part of the DLC. Downsides: brings back the Hammerhead.
5. Weapons/Armor Packs
a. Firepower Pack
Why: Mattock, Geth Plasma Shotgun, and Phalanx. Of those, the Mattock is amazing (and arguably game-breaking in the hands of a Soldier), the GPS radically upgrades the power of your squadmates, and the Phalanx is either a novelty or a game-breaker depending on who you ask.
b. Aegis Pack
Why: The Incisor is the single best sniper rifle of the game for your squadmates, firing a three-round burst effective against shields and barriers with all three shots basically guaranteed headshots. It kinda sucks if you're using it yourself - the three shots usually don't all connect, and the gun has ridiculously low ammo for the damage it deals. The Kestrel armor is pretty cool and is a real, tangible upgrade for the Vanguard and to a lesser extent the Soldier.
c. Equalizer Pack
Why: Neither of the headsets is particularly stylish, and the bonuses aren't good enough to make me want to give up the (non-DLC) Kuwashii Visor or the (Dr. Pepper DLC) Recon Hood. Inferno Armor is really mostly good if you want to look like a weirder version of Iron Man. Not a fan.
6. Alternate Appearance Packs
a. Alternate Appearance Pack II
Why: Of the new skins, Miranda's is objectively awesome, providing a completely different look from either of the previous catsuits. Tali's is pretty okay, and since I like chrome and quarians putting the two of them together is dandy in my book. Grunt's doesn't make a whole lot of sense - why add a visor to his suit, especially one that can clip annoyingly? - but it's not terrible.
b. Alternate Appearance Pack I
Why: Garrus' skin is the only quality one here, chiefly because it eliminates his annoying suit damage. Jack and Thane both suffer from CSI: Miami syndrome, wearing shades that mostly are just annoying.
