Well, mathwise, the way the Black Arms is powerful makes "sense" (again, math wise) because the BA constantly fights at tech parity with whoever they're fighting to make up for relative lack of numbers. Because the Black Arms mutates enemy armies instead of taking POWs and the lack of production (BA play style is like Risk, but with air wings), the best way to deal with the BA is with overwhelming numbers which shouldn't be hard.

At least, hard before Flagg took power.
