I don't think mindless harvesting is a viable strategy, but I expect more than half of bonus resources and forests to be actually harvested. We need to know more about Builder cost growth, though - you may need dozens of them.Is harvesting a viable enough strategy now? With more or less tightly packed cities you just need most of those tiles for districts or wonders. I don't see where you're getting that from. The quote says that the A.I. doesn't get agendas that are too similar or the exact opposite. This has has been confirmed elsewhere by Ed.
So Pedro won't get great person advocate since his agenda is pretty much the exact same thing. Conversely, Gandhi won't get Bomb maniac since it's the opposite of his main agenda.
Using different example; Harald won't get Navy Fanaticism, as that's part of his core agenda. Barbarossa won't get City-state protector as it conflicts with his core agenda.
Now, that's not to say Gandhi is never going to launch a nuke. That Agenda isn't going to dictate who does or doesn't fire a nuclear weapon. It just creates a bias to do so and like others that do the same. I think the joke is dead because if it weren't they'd make sure Gandhi could get this agenda at random, same as everyone else. So some games the players would in fact end up with a nuclear gandhi.
