Barbs are a problem but if you get a start surrounded by city states and other civs it's fine.
Given how denounce happy the AI is, I really don't think it matters that much.
AI usually denounce anyway if they dislike you. This bonus will however protect you indirectly by giving you more time to prepare for an assault.
I get denounced by hostile civilizations pretty often before a war declaration.
I didn't say it's insignificant, but it's not immunity as you imply.
You have no control over this.
And if you are surrounded by cs's it will suck because you can't take them over if they get in the way.

I don't levy city states often. But I do try to be suzerain of every CS in the game, and am frequently successful. The times I levy is usually when an AI leader attacks my CS. By levying I can frequently surround the CS with my temporary units, so that the AI attacker can't reach the city to take it. That is an effective strategy to save a CS when I am not in a good position to declare war my self.Just now playing random deity and got Monty. Went to attack Quinn and he had a lot of troops, banged Amani in Vilnius and for 150 gold I got 3 warriors. Why have we not been using this more?
That's not true. You can take them over by declaring on the civ that controls the city state.
What I'm curious about is how often you've seen the AI use Formal War? I don't think I've ever seen it. Even when the AI has denounced me, it still declares Surprise War, not Formal War, even when both are available. Possibly this has been changed for GS..
But if their strength is avoiding wars and not having to build military you don't want to go to war with somebody just because they control a city state near you do you? Especially if its Hungary.
The AI may be inclined to use a surprise war rather than wait for a formal war (especially in the early game when warmongering penalties are nil), but as you are denounced regardless they would simply revert to a formal war as it's the next available thing.
The whole point of playing Canada is to pretend to be peaceful, until you're ready to CONQUER THE WORLD.

The only AI I've noticed that denounces super quickly is Cleopatra and as Canada you don't start near Cleopetra.
Your neighbors are going to be Roosevelt, Russia, or Cree, and they're easy to get on the good side.

It’s not a fall back, you get 3 early governors if you have not been molested and two come preset close together so Magnus and amani is fairly normal. You cannot always get that first envoy in place, and certainly not often in a CS close to the enemy. 3 is a risk because you lose suze and their troops can no longer be used. So while 3 envoys is good 4 feels safer. Later is still fine though, like with you and the swords... but those early ones make a big diff, even if you do not take any cities, some great looting can be had.Magnus? Started playing R&F after the balance patches so he's still good but not busted, but I imagine a lot of people still fall back to him as their first governor.
