Katter naturally would accept your unconditional surrender, considering you defeat is inevitable (your outnumbered 15 to 4 in armies, also known for convenience as slightly over 3 to 1), furthermore Katter has learnt from his ex-war ministers failures and will not see the mistakes of the past repeated.

You mean the Formatics were still recovering from a mega war that wrecked them, resulting in them not being at full power when they got invaded by a militaristic powerhouse but then continued the fight after "the surrender" via a resistance?

Given than the French Army was far stronger than the German Army in 1939/40, there shouldn't have been a resistance in the first place.

I don't think so. I remember the first turn and I set aside a set percentage of my budget each turn for military stuff. The first turn I had $6 left over so I bought one division and the next turn, it even told me I took out the right amount of money.
