FEAR Retreat from Poland
Holding open elections overseen by officials from Costa Rica and Tropico, all the provinces Russia occupied from Poland were asked whether they wished to continue on as part of the FEAR or be granted independence. While 4 provinces swung to the Russian side, 15 Polish provinces decisively voted for independence.
In accordance with this policy, most FEAR soldiers have retreated from the region, while some remain behind to serve as security forces until the new Federal Republic of Poland has its own.
The Stoyanovich government has set up a clear division of authority between itself, the new Republic, and Old Poland.
FEAR:
-Is responsible for the foreign policy of East Poland
-Must protect East Poland from any threats as a corollary to the prior condition.
-Shall enjoy privileged trade status in East Poland
Poland proper:
-Shall have its head of state also serve as the head of state of East Poland.
-Shall have all its laws apply to East Poland.
-Shall have a single market with East Poland.
East Poland:
-Shall have the ability to manage its own security and economy, with an economy and military separate from both FEAR and Old Poland’s.
-Shall, being in a democratic personal union of sorts with West Poland, have the right to pass its own laws provided they do not invalidate those of the other Polish government.

As for the riots: these must have been the result of foreign agents! The Emperor will be advised whether or not to increase the profiling of citizens, especilly immigrants so we can search for spies.

The coup of Gabriel is an illegal attempt to take over by force power in an independent and allied to Namibia state.
For those reasons, the Namibian military shall help the legal government of Mozambique to crush the rebels and end the civil war.
We also urge Guinea not to try to help the rebels, because their actions are illegal and will damage the good relations between our two nations..

In a surprise invasion, the Papacy, with assistance from Aden, Sinai and Byzantium, has all but destroyed the Spammer homeland, with Manx seizing control of Egypt in a coup and Aden using the opportunity to acquire Oman, Iran, and Kurdistan as new, extremely-dependent clients. The Crusade has found a new home in Canada, after many citizens voted to turn the land over to the Spammers; regardless there have been hints of nuclear tension between the Papacy and the Spamaltese government, and PATO has shown concern of the war spreading to North America.
ARMS now rules over Southwest Asia. With the return of the despotic Marius to Tibet, Afghanistan is the last free nation in Southwest Asia not ruled by some tyrant, surrounded by dictatorial regimes and their allies. Afghanistan has the support of Guinea, which also is the backer of the Redstone regime in Sri Lanka, another Asian nation that is surrounded on all sides by ARMS or hardline governments.
Tropico continues to lead the world in industrialization and goods quality, and its space program is reputed to be superior to all rivals. While all major powers have space programs of their own, Tropico stands out by far as the economic power, its only main weakness being very poor domestic resource production.
With Mozambique split between Namib and Guinese factions, it is suspected that the two countries could face a Cold War in the near future as they battle for control of southern Africa; Guinea seized control of Namib client Chad some time ago, but this is a direct confrontation.

Well as it stands there's no economic cost to keeping an army. Cutting it back would give a few raw materials but otherwise serve no benefit.
Buuuuut, having it so excessive militarisation carries economic penalties probably would be a good, quick mechanic to implement. Thanks for the idea Math!
