Negan appreciates the offer, but must decline. He has articulated the following points:
-The Adeni army is nearly 3x the size of the Spammer.
-The Adeni navy is 60% larger than the Spammer
-The economies of the nations are roughly equal, negating any possible advantages.
-Aden has a much larger resource base than the Spammers, meaning it could quickly gain an economic advantage once a blockade was put into effect.
-If the Spammers attack they will attack alone, given that it would be an act of aggression.
This is not really an act of aggression on Aden's part, just an escalation of the already-existing embargo. You cannot expect us to not hurt your economy when you are already strangling ours. Call off your embargo and we shall call off ours.
Aden could always tighten the noose to include the Red Sea as well, if the Spammer government would prefer. This is simple economic warfare: you are crippling our economy, and so we must likewise cripple yours. Leave the HITSGDP with its self-righteous ideology and renounce its fallacious vendetta against the Saviors, and we shall be happy to let our people trade as friends once more.

Aden announces its intent to sink the entirety of the Spammer fleet if it so much as sails an inch into its territorial waters (which include Ormuz, as a note). As Light Gaia can tell you, while Negan is a reasonable man, he is ruthless when engaged in combat.
It would not be an act of aggression on our part to defend our sovereign territory, which includes the waters off our coast. The attempt to use Aden's own logic against it does not follow.
An act of aggression would be sending the Adeni army to invade Spammer territory or sending the Adeni fleet to crush the Spammer fleet in its own territory. However, all Adeni troops are remaining at home; it is the Spammers who are violating territorial boundaries, and who are the aggressor in this conflict.
This will not end well for the Spammers' Crusade. It is not a ludicrous request that the Spammers distance themselves from the HITSGDP and its nonsense. Nor is it ludicrous that Aden is able to exercise its privileges over its sovereign territories; we control the southern Red Sea and the Straits of Ormuz, and our fully within our legal rights to deny access to anyone we please.
