Costa Rica

Generalissimo Bowser, noting the parties' effective control over the entire Americas, proposes that Solitude, Costa Rica, and Tropico, along with their client allies, form the Pan-American Treaty Organisation, or PATO.
 
Tropico would like to know what would be the purpose of this Pan-American Treaty Organization.
 
Costa Rica

The purpose would be mutual defense primarily. Possibly unified foreign policy and technology sharing.

On that note, Generalissimo Bowser proposes that the Costa Rican and Tropican markets be merged.
 
Very well El Presidente Penultimo will sign PATO, he also would like to note due to Tropico's constantly changing government that each new El Presidente will have to sign the PATO to renew Tropico's membership as soon as they have finished disposing of the old El Presidente's corpse.

We'll get back to you on that merging the markets bit after a discussion with our advisers.

OOC: Just to make sure, all that would change is that we share a currency and be both hit by any sabotage economy black ops right? Or is there anything else I should be aware of?

What Costa Rica's proposal basically amounts to is:

-You declare war on/embargo the same people
-No currency union (unless you want to), just that your clients would both sell to the same middlemen. You would jointly decide prices together. Currently Costa Rica and Tropico are each the head of their own market.
-You would exchange tech periodically to save money on one tech.

The Solitudian congress of both houses have read the proposal and voted yes on the the PATO proposal. President Antilles signed the bill , thus approving the proposal that Costa Rica has made.

Every turn occupation damage is dealt to an occupier; 1 army per 5 provinces, and 0.05 Industry per province. This is default; actual triggered rebellions can intensify the effects.

Summary

The world has seen the emergence of clear power blocs – the HITSGDP at 28.4% of world GDP, with PATO and the Papal sphere tied at 15% of the global GDP each. The NSRA has fallen under a new, seemingly more benevolent government, and the HITSGDP is due to consider lifting the embargo on the former warmongering nation; it has even been suggested the NSRA could ascend to member status.

A revolution has seen the fall of the government of the NSRA, and many are eager how this “Dolfy” figure will lead it. Bengal and Shanghai have switched allegiances to Sinai after bloody coups, leading to great tensions with the Sinai government by Malay and Japan, fierce foes who now have a common threat.
The Papal and Kiwi governments have not reached an accord on the south Indian islands, but the destruction any conflict would cause is sure to leave both islands disputed for some time.

Russia continues to be battered, with the occupation costs of Poland amounting to about ¼ of state revenue by some estimates. Russia does, however, get 1/3 of its revenue from the occupied regions, however, so many economists feel the human cost is justified. Regardless, Russia has been classed as an undeveloped nation by the UNEDC.

With Cascadia and Canada too afraid to throw their weight at the other and the outgoing NSRA government having given generous aid to the Cascadians, there is a fierce stalemate in the North, and it is presumed some sort of peace treaty will be signed by the increasingly unstable Canadian government.

The world has, overall, quieted down. Though the cries of Namibian women and children sound through Africa, the war machines that once ravaged nearly every continent now lay silent. Is it a sign of peace to come, or a calm before the storm?

Neither side has shown any sight of budging, each claiming the other should turn it over. Hilarity – and anger - ensued over some of the arguments in the two states’ governments, naturally.

Refugees! Cascadians are reported fleeing into the non-aggressive state of Solitude, and Canadians as well. Namibians continue to flee into the Congo. Many Poles under Russian occupation continue to flee, fearing Russian reprisal and longing to take root in the free Polish homeland. While some Russians might welcome this flight, important educated knowledge is also fleeing with them, and few investors are hesitant to invest in Russia until it vacates the area.

With the “super agency” of the Sinai government increasingly being seen as more than a rumor with two high profile coups swearing fealty to Sinai, nations around the world are reporting spending far more on security.

New Zealand and Solitude, with low taxes, large amounts of land, and low inflation, have become ideal locations for industrial investment. (+2% Industry)

Russia’s mothers have responded to the mass murder of their sons and daughters by Polish partisans by simply creating more, based on the surge in growth rate. (+2% Pop)

The NSRA, now at peace under a new government, is ready to recover from war. The first place to start economic expansion is, naturally, in the home. Many younglings are born now that they need not fear government tyranny or conflict. (+3% Pop)

Union of Nations

The UN continues to remain useless while the Papacy and HITSGDP pave the way for global peace.

For 2505-2509, the General Secretary is the Papacy.

Papal Message to the HITSGDP (and New Zealand)

Understanding that both the Holy See and the HITSGDP have thus far had the mutual objective of promoting peace in the world. The Holy See would like to request membership in the organisation in order that in unity the cause of peace may be better served, and threats to peace more efficiently exterminated.

With regards to New Zealand as well, considering both our nations appear unwilling to forfeit claims. The Holy See suggests that a partition of the claimed territories is the most satisfactory solution, and the most equitable compromise.

Papal Message to the NSRA

Understanding that a new government has arisen to replace the anti-catholic nazi regime. The Holy See demands satisfaction for the myriad of offenses perpetrated by the NSRA (and former Romnesia) against the Papal States and the faithful, most particularly the massacre of innocent settlers establishing colonies on, at the time, unclaimed land in what is easily a cause for justified war. This satisfaction would be achieved by the cession of the two territories that were being settled by the Holy See to the Papal States.

We also request that, should Namibia travel down the road to peace. That all its legitimate colonies in West Africa be returned to it in the interests of avoiding unfortunate causes of tensions on the African continent.

The wail of sirens mixed with the sporadic gunfire echoing through the city streets. Broken stone and glass cracked underfoot as he milled about the bombed-out capitol of Romnopolis. The giant Mitt head still lay where it had fallen during the NSRA takeover, the (thankfully) brief tenure of the bizarre régime not having been granted the time to clean up the stage it had supplanted. The Reasonable Revolution couldn't have come soon enough: first the 500-year-old Yankee neocon, then... well, one simply heard the man's name and immediately knew everything he stood for. As African tragedies went, it would have been farcical if it wasn't for the disastrous wars and persecution that followed. He surveyed the front of the building with a mix of pity and disgust. Massive, impersonable, and as white as the Protestant work ethic that had enslaved the region both historically and recently, he was amazed it had survived the uprising so well; he suspected it was built, or at least modified, with an eye toward defending against the sort of civil siege such foreign imperialism would inevitably engender.

He checked himself. He was as much a sore thumb as the dictators he was replacing, even if he was leader of the Guinea Restoration Front. Then there were the all-too-obvious connotations fresh in the public consciousness, courtesy of the NSRA. It was going to be a hell of an uphill struggle, and he didn't even want to think about the nightmare that would be foreign affairs. It was a labour, all right; not one out of love so much as a personal guilt. He'd told himself he wouldn't get involved... He didn't know how his associates managed to talk him into taking up the cause. But now, here he was; the die was cast, the calls were made, and the purges meant he'd secured a prominent profile in the civil war. Nothing left to do but ride out the sorry game and hope he didn't suffer an aneurysm in the process.

A van pulled up over the debris littering the driveway, the improvised armour plates pockmarked as a testament to the exciting attractions of downtown's anarchy. The side doors slid back and a camera crew emerged. He sighed; the prenegotiated photo op meant they'd secured principal control of the city, and it was time come out of anonymity and take charge of the broken state. His entourage, who had been idling about the ruins, quickly rallied around him to prepare for the shoot. The director approached, clicked his heels, and saluted. He replied with a short, almost dismissive wave of his hand, as if tossing something over his shoulder. "They're just scouting the building to see if they can hang the flag from the upper storeys," he explained. "Speaking of which," he turned to a staffer, "You remembered to bring it, right?"

The man in question presented a beaten suitcase. He held it up and two bodyguards retrieved its contents. "It's a little worse for wear," he cautioned.

"No worry," said the director, "Battle damage helps channel the revolutionary spirit."

The soldiers gingerly unfolded the banner.

He threw the paper down, doffed his cap, and dragged a hand across his face. He stared unseeingly at some object to his right for a full minute before recompiling himself. Having finished setting up the cameras, the director noticed his anxiety. "You, uh, want us to write something else up?"

"No," he sighed. "I'll just ad-lib."

He replaced his cap, brushed some hair out of his face, and straightened out his jacket as he tried to find his happy place. The camera crew took its positions and the director counted them in. "Live in five, four," he mouthed the rest, counting down with his fingers. He pointed forward.

"Good afternoon, people of Guinea. My name is Adolf Hitler. The Adolf Hitler. And I am here to help. . . ."

Papal Message to the HITSGDP (and New Zealand)

The HITSGDP shall give course to this proposition as soon as possible.

On the other hand, Japan proposes that any and all member nations that have been subject to a coup be suspended from membership for a year in order to determine if the new regime will follow the guidelines of the organisation, and that this shall be incorporated into the statutes of the Initiative.
 
Indonesia supports the motion to temporarily suspend members that have undergone regime change.

Indonesia also backs the Papal bid for membership, due to its strong commitment to peace in Europe, and now, the wider world.
 
Official HITSGDP Buiness Involving the Spammers

@The Pope: The Spammer's Crusade would be happy to admit the Pope to HITSGDP.

@Guiena: We call for the removal of Romensia/NSRA/Whatever the hell Guinea is calling itself from the blockade list. However, admittion to HITSGDP could me premature.

@Japan's Proposal: We support it.

@Sinai: We propose that Sinai should be added to the no trade list, as we suspect them to have participated in multiple coups. One coup in two years is just coincidence, two coups is suspicious and three coups points directly to direct involvement by the Sinai government. Coups are just not acceptable without a proper cacus belli.

No, we are not hypocritical for assisting in the coup of Matthew II. Yes, we have a proper cacus belli. He killed Matthew I, a close friend of the Spammers. Not avenging his death would be against everything that we stand for.

TD;LR: We move to put Sinai in the no trade list as there is strong circumstancial evidence that they participated in multiple coups.

Indonesia thirds the motion to put the Crusaders on the no-trade list. That leaves Solitude.

Indonesia endorses the Spammer motion to remove Guinea from the list. Their new government shows great promise and should be treated accordingly.

The Imperium will suugest the Spammers reconsider their diplomatic policies.

In relative news we will be setting the Cheif Imperial Advisor, Thomas Abelson, to the newly formed Union of Guinea so that we can talk trade policies with the new power, in hope of ensuring this new power as a friend to the Empire and the Papal States. We especilly hope to talk about the trading of chemicals, especilly as our development in chemicals is going well.

In regards to the Sinai Crusaders on the no trade list, the UK doesn't think they have done anything to warrant being put on the no trade list and, if they are placed there, the United Kingdom will ignore the directive and continue trading anyways.

We instead counterpropose that the Spammers be put on the no trade list for spreading rumors about a foreign nation and illegally intervening in Byzantine affairs.
