As a second choice, Singapore picks up 6 votes; the first vote for one was for Thorvald and thus does not count against him. Thorvald picks up 4 votes.

The Republic of Tropico shall hold the General Secretariat from January 1, 2500 to January 1, 2505! It is speculated that states fearing a stronger UN helped tilt the balance away from the powerful Catholic plurality.
With that in mind, the Deputy Secretaries have been sorted.
It is speculated that minimal international legislation shall pass during the next five years, due to Tropico's regionalist views. 2503 is viewed to be the sole time anything significant may pass, when Romney and Tropico, close allies, are paired with the moderate Thorvald of Lym.
Tropico had enough of an advantage over the Papacy in secondary and third choices to be able to win. The folks who voted for Thorvald, Solitude and Singapore preferred Tropico over the Pope by a fair margin, and so as they dropped like flies, Tropico's share of the vote grew.
Well, Thorvald and the Papacy each won 4 of the 5 Deputy seats, so that'll rein in any excesses.

Instant Runoff Voting allows you to rank candidates by order of preference. If your first candidate is eliminated, your vote goes to your second choice. If your second choice is eliminated, your third choice gets the vote and so on.
This continues until one has an absolute majority of votes necessary.
Had we a first past the post system, the Papacy would have won, but we do not.
