What's hidden about it? The effect is documented.
It applies to the building, not the improvements. So when it says +1 from the Stone Tools Workshop, it means +1 if you have the Stone Tools Workshop.The "+1 science" bit is listed, yes, but it doesn't actually tell you how much science you're getting due to your workshops and therefore doesn't tell you whether the opportunity cost of the tech is worth it or not.
