Yes, he was of extreme military importance for the Netherlands. He invented drilling and marching tactics which later other armies copied.
He liberated numerous cities and won one of the most famous Dutch battles. Battle at Nieuwpoort, 1600.

In those days the leaders from the Oranje-family were great strategists and politicians. In the 18th century The Netherlands lacked that kind of leadership.
 
Another good choice for a military leader could be Jan Pieterszoon Coen. Governor-general of the Dutch Indies, conquerer of Java and founder of Batavia, the capital.

Scientific leaders could be Anthonie van Leeuwenhoek, inventor of the microscope or Adriaan Huygens, another great scientist.

And you have also probably heard of the humanist Erasmus?

History is rarely made by nice people, Ghandi is an exception. Nice people don't conquer empires, besiege cities, build weapons, and so on.

Most hired soldiers were from Western Germany. Were William of Orange was also from.
 
I believe there were also a lot of Scottish soldiers hired by the Dutch.

You are right. There was for example a Scottish garrisson defending Haarlem when the Spanish besieged it. It is a famous story where a woman played a big part in, Akela. She also grabbed a weapon and fought of the Iberian soldiers. Other women saw it and helped too. This helped to defeat the Spanish and they retreated.
Nowadays strong women or women who rule their husbands :) are still called an Akela.
And I remember something that she was also mentioned in a Scottish war song. The Scots were impressed by her actions.

During this war most of the Dutch discoveries were made. Like a lot of the Spice Island. Maybe this could be reflected by treasures coming in every few turns.
Giving all the Spanish controlled cities Dutch citizens and the newly re-conquered cities extremily high culture (the hope for freedom blowing in the wind) could make the first few cities to flip over, like they did historically.

Were you planning of giving all civs special units? (Like Skutsjes for Friesland.)

Yes, perhaps. I know a lot of battles were won by Dutchmen on iceskates, which the Spanish never saw before. My hometwon was freed that way, for example. So maybe I can do something with that.
A cool special unit would be the Watergeus for the Dutch. They operated from the seas. So maybe a unit which can act amphibiously, like the berserker.
And I am sure I can come up with some cool Spanish units too. They had very cool uniforms in those days.
