LOL I was hoping it would happen. I got the vote in my game, but only Mansa was eligible because no one was in Islam. So I switched to Islam and got to thinking that if the vote is "able to come up" then once I made Asoka a vassal, I might get it to come up again, and we will win.
BTW, Bylos was me. I see holes and drop cities in em all the time, unconscious habit. They grow quickly since the land is usually all developed, and when I draft, I hammer them down to 5 pop right away. Thats all those little 8-tile cities are for, 3 rounds of drafting.
