I left out the builds, as I don't figure those details matter much. To sum it up, we have completed 3 temples, 3 courthouses, 2 marketplaces, 5 cathedrals and 1 bank.
Rushing culture 'up north' will not help to flip Russian cities, at least not in the way nerovats implied. Culture flip depends only on entire civ cultures and local culture of the city in question, not culture of nearby cities. That said, I agree that more culture is desirable, and would not be opposed to building
libraries just for their culture.
We need more workers to build rails and to turn excess irrigation into mines. We all know how the AI progresses through the IA - hospitals are a long way off.
