I left out the builds, as I don't figure those details matter much. To sum it up, we have completed 3 temples, 3 courthouses, 2 marketplaces, 5 cathedrals and 1 bank.

Rushing culture 'up north' will not help to flip Russian cities, at least not in the way nerovats implied. Culture flip depends only on entire civ cultures and local culture of the city in question, not culture of nearby cities. That said, I agree that more culture is desirable, and would not be opposed to building libraries just for their culture.

We need more workers to build rails and to turn excess irrigation into mines. We all know how the AI progresses through the IA - hospitals are a long way off.
 
I was thinking of buildings libs myself. I think flip chance was influenced by total culture but also the number of tiles which are ounder teh cultural inflence of another city. When rushing culture north, they will get a bigger influence faster and thus flip cities fater. Depends on how many of the 21 tiles are under influence of the other civ´s cities.
 
It isn't the number of tiles under cultural influence of a rival city. It is number of tiles within the radius of a rival city.

To be honest I don´t think I ever switched to communism in civ3, as I don´t like the anarchy. Would help to build culture everywhere, so might be a good idea.
 
Make that tomorrow again, got my hands on a civ4 disk, got a little carried away. Did win, but this will need some work to know how to play.
