The Byzantine General Staff hadn't yet been fully created and integrated into the structure of the military, but the generals and admirals that made it up still existed...and still argued. One of the two civilians present, the megas logothetes Spiridon Kyriakides, sighed as he was bombarded with questions from the irate strategoi.
"Why, logothete, are we to simply give this land away? We won it be=y the blood of our soldiers and the blood of the Krakowians!"
"I have told you many times, stratopedarch Dodismos, that it is demanded by our allies and is a matter of both course and statesmanship to do so."
"Why all the politicking, logothete? Why should the Germans have that land? Illyria used to be a great Byzantine territory, even through the times of the Bulgar Khanate! Why should we be forced to give it up to some Northern barbarians?"
"Do not forget, megas doux, that the nation of Krakow had conquered those lands before we took them from them. They have a right to that land, too."
"We took those rights away when Venizelos took Spalatum and the rest of Illyria!"
"Not necessarily. And even so, Germany cannot be simply made weak. What good of a nation would that be?"
"A nation that can't stab us in the back after we give them back land we conquered, land that was one of our greatest provinces!"
"We are doing this so that they will not declare war!" Kyriakides was annoyed at the obstinacy of these strategoi. Did they not understand international politics?
"What do we care if they declare war? We beat them at Singidunum and in 1746, and we can beat them now!"
"That was when our Russian allies were fighting them as well. Now, they are not. We will not be left out in the cold; we will sign this peace."
"I hope you know what you're doing, megas logothetes Kyriakides." It was seconded by everyone in the room.
"Yes, generals and admirals, I hope so too." Kyriakides turned to the other civilian in the room. "Send the letter."
