As can be seen by the events of the past year, your nation is on the brink of defeat, and your people take arms against one another. There cannot be victory for you in this war, and you cannot continue to hold your false pretensions about the possibility of such a victory. Russia is defeated, and though she may have hundreds of thousands of troops still at bear, they shall all perish should you seek to continue this reckless war, and should you continue to throw your own children to the gates of hell.

Thusly, we shall re-iterate our proposal once again. The Russian Government, if it is wishing for peace, must accept a complete and unconditional surrender - we shall not tolerate any attempts at the "negociation" of terms - such negociation only resulted in a renewed conflict, and renewed Russian ambitions. Russia must come to realize that she is no longer a great power, that she has been defeated, and she must accept that defeat. She must be punished and she must be made so that she shall never again attempt to revive dead notions of glory. If you accept an unconditional surrender, then there shall be a Russia yet though of course greatly reduced. Your refusal to accept, however, will only consign you to further defeat.

We announce, resolutely, that the government of Byzantium has showed itself to be a most perfidious one, and thusly, not being trustable by the nations of the world, said government must be destroyed. We shall not tolerate the further existance of this "Byzantine" Empire, and its betrayals in this war shall not be ignored as those of the past were. We offer the peoples of the Byzantine realms a chance to save themselves, and to free their own from the shackles of Byzantine oppression - urge the acceptance of an unconditional surrender. The Empire shall be united oncemore.

Let it be known to the international community that this is our intent, and thusly, we shall not be dissuaded.

Public Announcement of the Formation of the First Provisional Government

Temporary Committee of the members of the State Duma, with the help and the support of the army and the inhabitants of the capital, has now attained such a large measure of success over the dark forces of the old regime that it is possible for the Committee to undertake the organisation of a more stable executive power.

With this end in mind, the Temporary Committee of the State Duma has appointed the following persons as ministers of the first cabinet representing the public; their past political and public activities assure them the confidence of the country:

Minister-President and Minister of the Interior Count Nikita Ivanovich Panin (Liberal)
Minister of Foreign Affairs Prince Alexander Andreyevich Bezborodko (Conservative)
Minister of War and Navy Prince Alexander Alexandrovich Prozorovsky (Conservative)
Minister of Trade and Industry Count Ivan Grigoryevich Chernyshev (Liberal)
Minister of Finance Count Fyodor Vasilievich Rostopchin (Liberal)
Minister of Education Count Viktor Pavlovich Kochubey (Conservative)

The actual work of the cabinet will be guided by the following principles:

1. An immediate and complete amnesty in all cases of a political and religious nature, including terrorist acts, military revolts and agrarian offences, etc.

2. Freedom of speech, press, and assembly, and the right to form unions and to strike and the extension of political freedom to persons serving in the armed forces limited only by the demands of military and technical circumstances.

3. The abolition of all restrictions based on class, religion, and nationality.

4. The immediate arrangements for the calling on the Constituent Assembly on the basis of universal, equal and direct suffrage and secret ballot, which will determine the form of government and the constitution of the country.

5. The substitution of a people's militia for the police, with elective officers responsible to the organs of local self-government.

6. Elections to the organs of local self-government are to be held on the basis of universal, equal and direct suffrage and secret ballot.

7. Those military units which took part in the revolutionary movement shall be neither disarmed nor withdrawn from Moscow.

8. While preserving strict military discipline on duty and during military service, the soldiers are to be freed from all restrictions in the exercise of those civil rights which all other citizens enjoy.

9. Immediate secession of hostilities against all of Russia's enemies and further cooperation with Imperial and Japanese troops in securing control of the country.

The Provisional Government wishes to add that it has no intention whatsoever of taking advantage of the military situation to delay in any way the carrying through of the reforms and the measures outlined above.
 
OOC: This "Provisional Government" of yours won't be getting peace unless it unconditionally surrenders to the HRE and co.

Perhaps I was not completely clear in the statement. The provisional government agrees to the unconditional surrender and will do everything possible to help the Imperial and Japanese forces in securing the areas of Russia where factions loyal to Chancellor Suvorov refuse such a surrender and continue fighting.

OOC: Stupid questions my ***. It's a perfectly valid question; you appear to lead the provisionals, but you seem to be speaking for all sides involved. So perhaps this whole civil war of yours is a sham.
