Ashanti 15
Babylonians 16+1=17 What Zaarin said above. ^^^
Creek/Muskogee/Other SE NA 1-3=Eliminated. Nothing against them, but it's a tough competition at this point.
Incas 21
Khmer 18
Koreans 15
Malians 9
Maori/Other Polynesians 21
Mayans 22
Mongols 19
Ottoman Turks 15

Ashanti 15
Babylonians 17
Incas 21
Khmer 18
Koreans 15
Malians 9-3=6 With the Ashanti around (and higher on the list), West Africa is getting crowded; besides, I'd rather go for Berbers
Maori/Other Polynesians 21+1=22 Mostly because that region is vastly underrepresented and Australia is kind of emulating the UK
Mayans 22
Mongols 19
Ottoman Turks 15

Creek/Muskogee/Other SE NA 4 (3 + 1) -- Wasted vote, but it's appalling that not a single Native North American civ will make it to the top 5.

Forget top 5. If this list were actually used, we'd make it all the way through the first expansion without a single civ from pre-Columbian North America. Or, to go by raw numbers, the current civs plus this thread's remaining survivors would give us a 35 civ roster and still leave the world's 3rd largest continent essentially devoid of precolonial representation (The Aztec and Maya are geographically on the North American continent, but having them as game's only North American civs would be equivalent to having Egypt and Carthage as the game's only African civs).

Ashanti 15
Babylonians 17
Incas 22 (21 +1) Lest South America go the same way as North
Khmer 18
Koreans 15
Malians 6
Maori/Other Polynesians 22
Mayans 22
Mongols 19
Ottoman Turks 12 (15 - 3) A powerful empire, and very much distinct from its in-game neighbors and contemporaries. But not nearly as distinct as the American, African and Southeast Asian civs it's competing against.

Ashanti 15
Babylonians 17
Incas 22
Khmer 18
Koreans 15
Malians 6
Maori/Other Polynesians 22
Mayans 22
Mongols 19-3=16 - They were important and they created one of the largest empires in the history, but they were still mostly known as a warmongering horse horde, and I don't think that we are in a pressing need of another horse horde Civ.
Ottoman Turks 12+1=13 - Important empire in the world history. It had territorry on three continents, and it was feared by many European Empires. Also, they have several interesting leader, like Mehmed II, Suleiman the Magnificent, Selim I or Abdülmecid I.

Ashanti 15
Babylonians 17
Incas 22
Khmer (18+1)=19 I think it should return again. It's my first choice for a mainland SE Asian Civ, especially due to their massive urban settlements (the ruins of which are still being rediscovered today).
Koreans 15
Malians 6
Maori/Other Polynesians 22
Mayans 22
Mongols (16-3)=13 Fine, I can wait a bit for the Mongols. They definitely will return (unless Firaxis thinks they are not "PC").
Ottoman Turks 13

As a warning to their supporters, I'll be targeting Babylon (OP Science Civ), Mali (Rich Islamized Africans), Mongols (Asian horseriders) and Ottomans (Muslim Romans with cannons) from now on. :D

Ashanti 15
Babylonians 17+1=18 a mainstay of the franchise
Incas 22
Khmer 19
Koreans 15-3=12 they're squashed between China and Japan that are already in the game so for now it could wait
Malians 6
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 13

Ashanti 15
Babylonians 18
Incas 19 (22-3) overrated. But they'll come, just taking some points.
Khmer 19
Koreans 12
Malians 7 (6+1) One extra life. I love Mali, it's such a fascinating country and culture. And I'm addicted to their music since long ago.
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 13

Ashanti 15
Babylonians 18
Incas 19
Khmer 19
Koreans 12
Malians 7 + 1 = 8 (A mighty empire of gold and faith known as the Bright Country, and ruled by history's wealthiest ruler. They definitely check the iconic leader box for Civ VI's agenda system)
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 13 - 3 = 10 (Nowhere near as impressive in-game as they are historically. Until Civ developers learn to make playing as the Ottomans fun, I will stick to Age of Empires III to feel the might of the Ottoman Empire, and the wise chortle of Suleiman.)

Ashanti 15
Babylonians 15 (18-3) Taking some points even though they will inevitably arrive at some point.
Incas 19
Khmer 19
Koreans 12
Malians 9 (8+1) Gotta give a point to a Civ I've wanted to see again.
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 10

Ashanti 15
Babylonians 15
Ethiopians 18
Incas 19
Khmer 19
Koreans 12
Malians 9
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 10

Here's the corrected list, looks like they has 18 points instead of 19 when they were eliminated by accident @Siptah

Ashanti 15
Babylonians 15
Ethiopians 18
Incas 19
Khmer 20 (19 + 1) Awesome architecture and Wonder-material, powerful and iconic, and well-representative of SEA history.
Koreans 12
Malians 6 (9 - 3) I would love for Mali to make a return, but I'll take a newcomer African civ over this one.
Maori/Other Polynesians 22
Mayans 22
Mongols 13
Ottoman Turks 10

I'm in a quandary. Do I protect my Koreans or do I upvote the most deserving civ left on this list, the Maya? :(

Ashanti 15
Babylonians 15 -- I'd just like to point out that Babylon was an "OP science civ" in real life. :p
Ethiopians 18
Incas 19
Khmer 20
Koreans 12
Malians 3 (6 - 3) -- What to downvote, however, isn't a quandary. Ashanti and Ethiopia are both more interesting.
Maori/Other Polynesians 22
Mayans 23 (22 + 1) -- As eagerly as I await the return of Korea (which most certainly is not "little China"), I have to defend the Maya. They ought to be a base game staple, far more significant than the Aztec, and in the absence of any Native American civs they're the next best thing.
Mongols 13
Ottoman Turks 10

Ashanti 15
Babylonians 15+1=16 I'm deeply concerned that Babylon may not be inevitable. I fear that Firaxis may just look at their rubbish version of Sumer and call it good for all of Mesopotamia. Not good.
Ethiopians 18
Incas 19
Khmer 20
Koreans 12
Malians 3-3=Eliminated. Apologies to Mansa Musa. I hope we see him again soon.
Maori/Other Polynesians 22
Mayans 23
Mongols 13
Ottoman Turks 10

Ashanti 16 (15 + 1) Fleshing out Africa is a high priority, and I'd rather do it with new civs than returning ones.
Babylonians 16
Ethiopians 18
Incas 19
Khmer 20
Koreans 9 (12 - 3) Korea's been in the series repeatedly and would add less variety than most of the other choices.
Maori/Other Polynesians 22
Mayans 23
Mongols 13
Ottoman Turks 10

Ashanti 16
Babylonians 16
Ethiopians 18
Incas 19
Khmer 20
Koreans 9 + 1 = 10 I have a feeling that Korea should not fall before some other civs on the list.
Maori/Other Polynesians 22 - 3 = 19 Even though I'd really like to see this in the game, I do not think it should be second in the list.

Mayans 23
Mongols 13
Ottoman Turks 10

Ashanti 16
Babylonians 16
Ethiopians 18
Incas 19
Khmer 20
Koreans 10
Maori/Other Polynesians 19
Mayans 23
Mongols 13-3=10 - I'd love their return, but I don't feel like they are more needed than any other empire on this list. Their empire was impressive, but one horse horde Civ is just enough to me now. I prefer Koreans, Indonesians and Khmers to appear before them.
Ottoman Turks 10+1=11 - Important, very influental and quite impressive empire in the world's history. Their empire was rightfully feared. It had territories on three continents. Also, it has several good leaders to pick. I think that Firaxis can make them interesting when we have now two places for ability.

Ashanti 16
Babylonians (16-3)=13 I think I can wait for a second ancient Mesopotamian Civ a little longer. I'm worried they will turn them into an OP science focused Civ. No matter how accurate to history that is, it won't be fun playing as them in my opinion. I'm certain they will return.
Ethiopians 18
Incas (19+1)=20 They may be overrated as an Andean civilization, but they are pretty much one of our only choices to represent that region, due to the lack of writing system (unless you count Quipu). So Tiwanaku/Wari/Moche/Nazca/etc Civs aren't possible.
Khmer 20
Koreans 10
Maori/Other Polynesians 19
Mayans 23
Mongols 10
Ottoman Turks 11

Maori/Other Polynesians 19 + 1 = 20 (The best rebuttal to the Eurocentric status of Civ VI at present is to take an indigenous population from an underrepresented area, give them a unique cultural and musical presentation with a fierce leader, and see the fans interested at the unconventional choice. The Maori would be an excellent option for a civ.)
Mayans 23
Mongols 10
Ottoman Turks 11 - 3 = 8 (Not enthused about their return to Civ. In Age of Empires III their might is readily apparent and they are fun to play (even led by a well-voiced wise Suleiman), with a unique villager production system mimicking the diverse influx of foreigners to the Ottoman Empire. But in Civ, they have always been dull, with powerful but standard Renaissance units.)

Ashanti 16
Babylonians 13+1=14 Along with its neighbor Assyria, Babylon is one of the most renowned and influential ancient civilizations, yet many western people are now sadly ignorant. I'll never miss out on an opportunity to introduce a new audience to the importance of Mesopotamia.
Ethiopians 18
Incas 20
Khmer 20
Koreans 10
Maori/Other Polynesians 20-3=17 I definitely want them in the game. But their score shouldn't be this high when Babylon has fallen so low.
Mayans 23
Mongols 10
Ottoman Turks 8
