Wouldn't surprise me, makes a lot of sense to have a dedicated build that would be both devoid of leaks and have tools in place to make exact situations happen to show off new features and then not worry about adding/removing those from the main dev branch.I don't believe they did. It could be a new thing they are trying, doing livestreams and First Looks on a dedicated "safe for Ed to open the civilopedia" build.
A marketing-specific build actually makes a ton of sense. One that is stable, uses ONLY city-states they want revealed (didn't we accidentally confirm something last time because of a changed city state or two?), make sure that unrevealed civs aren't even included in the build so the pedia doesn't include them, etc.
Heck, they could even hide new resources, buildings, map features, whatever they wanted to lock out week to week.
Pretty smart, actually.

Aquitaine as a separate Civ won't happen. [...] The issue of "Should Eleanor lead France or England" is kind of an icky conundrum anyway. She makes sense as an English leader, but it would be a CdM situation; the only ethnic French leader in the game leads England. That's insane.The only Civ which she should logically lead is France, as Aquitaine is in France, presumably from Poitiers.
I'll restate it here. I think the two structures are on the bottom are new water districts in the fashion of the water park. It is too much of a coincidence that the one that looks like a factory is red and the one that looks like a science is blue. There is a precedent of doing this with the water park, which may have been a test case. I'm not too fond of the idea but that is what it looks like to me. The concept of a giant Pittsburgh suspended over the water on floats is too much for me.

"France" as a Civilization encompasses all of those and more.
