I thought the Crees covered Canada well enough and did not wish for a Canadian Civ. However, as a French Canadian myself, I would be glad if they'd pick Laurier. That will differentiate Canada from other English speaking colonial nations at the very least. I am curious to see how they will handle is dialogue, a mix of French and English like CdM and Gandhy?
Well, Mali would certainly get a trade related ability. If it is done by a unique CH is another question, but it is certainly an option.They are my choice for a unique Commercial Hub district, definitely. (them or Ottomans, but Ottomans have other options than the stereotypical Bazaar)
I'm kind of flabbergasted (yet happy) with merging Carthage into Phoenicia because Carthage is an offshoot of punic/Phoenician civilization (which was more like the Greek civilization in that it was a collection of city states). It's kind of a nice change actually if true.Carthage did get free harbour in civ 5 so that may be an option in this expansion.

A build speed bonus would work, like japan gets but for harbours. If they get a unique harbour it would be half priced compared to standard harbour district.With harbours being outside of city centres in this iteration of civ, that may be more difficult to do as far as how a player would place a free district.
Ice Hockey Arena replacing Stadium would be my guess, though it would be super late.
