I agree with this, IMO it'd make more sense for a DoF to be a prerequisite for a DP

I disagree, it would nerf the Palace of Culture and Science HUGELY while defensive pacts were made without a DoF would discourage the historical aspect of it.

Palace of Culture and Science grants +1 Vote for every Defensive Pact or Vassalized Player. Requiring a DoF means the requirement to benefit from the Palace of Culture and Science's vote goes crazy up.
