Schools (which are run by government unless they're private, most of which still follow public school schedules) are indeed out on Monday, but I highly doubt that would have any bearing on Firaxis, a private company.
Those are for the upcoming 3rd DLC pack. You can read more about guesses in the 'next patch anticipation' thread. But it's all guesses. Most people think that the DLC will be released this week.
Yeah, in practical terms, local governments don't really feel or act like "the government" a lot of the time, and there tends to be a lot of conflict in what different levels want. A lot of the time when people mean "the government" in a negative way they mean like 60% the feds and 35% the states.

Although we are experiencing spring weather, it doesn't actually start until the equinox on March 20th. And Firaxis definitely seems to abide by the meteorological definitions of the seasons. A few years ago, they promised an expansion for Civ V in the Spring, and it showed up in mid-June, in the waning weeks of Spring.
I'm sure they are, however, if I recall correctly they updated early last Monday. It probably just reflects their QA testers and coders working overtime on the weekend to prepare a new version ready to test this morning.
It wouldn't surprise me to see another 2K qa build update later today. I don't expect to see the patch/DLC.
It looks like the Mac and Linux qa builds are updating at their usual time.

I doubt they would EVER get over time. That's a lot of money going out that they don't really need o give out. It's not like they have a set time to go live or deadlines for a patch. It would absolutely blow my mind for them to be working over time unless it was straight time paid or salary.

They probably are salaried, so it won't cut into the product overhead. And they probably do have a deadline. 2K probably made them commit to a "ship date" when the DLC was proposed.

In US terms seasons all start on Equinoxes or Solstices. It's how we measure them here.
Anyway, back on topic.
They are running a bit late on the Linux QA build, but it seems conceivable that all three platforms are testing the same version as of this morning.
If that is the case, this COULD BE the last test build. Tomorrow could be patch day. We will have a better idea tomorrow morning. After they update the Linux QA build, no news is good news.
The Linux QA build is now up. The Steam guy probably came back from lunch.
