“As of two days ago, His Imperial Majesty’s Government would like to state that contact has been re-established with two other human survivor groups of the Scourge. The Shuurai Heavy Industry Corporation and the Cybran Dominion….” –Ascendant News Bulletin

“That’s GOOD NEWS?!?!?!?! The Shuurai are arms dealers and the Cybrans are a bloody terrorists group! We can’t meet any normal survivors, but arms dealers and an ex-terrorists group!”

“There’s a silver lining in every storm cloud.”

“Please! You’re just too stubborn to admit you’re wrong. I would think after almost 2 decades of living with Cantonese people you would have changed, but you haven’t changed at all. Once Japanese, always Japanese.”

It was true he thought, he hadn’t changed at all. As the CEO of a chain of sushi bars and restaurants spanning most of Niu Yue’s continents and a few on Jiao Xiu, he was undoubtedly a wealthy man. A wealth great enough that he had almost been killed in the post-scourge riots led by a few firebrands who had chosen him as a scrape goat and still remembered China’s dislike of Japan. People would bring up anything to find excuses to do something.

“This is coming from you of all people. You eat the most disgusting food anyone can ever imagine! Do you want me to get started on the various parts of animals you people eat on an almost weekly basis?”

“Please, you make a living off selling raw fish to the uneducated masses Asuka. You’re hardly in any position to talk about weird food styles.”

“How funny Liang, how do you explain the cow intestines, the pig blood, the tiger penis, the bird’s nest as well as various other disgusting foods?”

“Look, the penis of a tiger is considered an aphrodisiac by tons of people! A-“

“You can’t forget the old saying about Cantonese People. You’ll eat anything on four legs aside from a table, and anything thing that flies or swims that isn’t a plane or a boat.”

“You make that sound like such a bad thing. We simply belief that we shouldn’t waste anything from the animals we harvest for food. It’s that simple.”

“Making excuses like that never helps and you know it just as well. We’re all just as weird.”

“Sir, we have made contact with other survivors!” Mica’s secretary Hannah Mitkov exclaimed as she entered his office. Mica had been leaning back in his chair, stretching his arms after a long day’s work of coordinating reconstruction efforts. Upon hearing this, he promptly fell onto the floor, smacking his head on the wall with a loud thump.

“Consul! Are you alright?”

“I’m alright…a little dazed is all. What did you say?”

“I uh…we’ve made contact with no less than two other factions who have survived the Scourge, and all sources indicate that they are flourishing just as much as, if not more so, than us.”

“So the Christians were right! There IS still hope…” Mica pondered for a moment as he lifted his chair back up and rubbed the back of his head. It pounded like the drums of war, but he detected no lasting damage. “I’d always thought those Christian revivalists were all crocks and their support only came from the hard times our people have endured…although I’d never admit it during an election year,” he winked at Hannah and she smiled knowingly. “…but perhaps their teachings do hold some merit after all. They were right about our survival, they were right about others, they were right about pretty much everything that has happened thusfar. Maybe the Scourge really was a plague from God, sent to humble the wicked.”

“Perhaps,” Hannah conceded. “The two factions are very different in both government and might. The first, known as the Democratic Autarchy of Huris, is a bastion of representative government as far as we can discern. They seem friendly, and are moderately advanced.”

That name sounded familiar to Mica. “Huris…Huris…wait, wasn’t that system under the control of Intergalactic Corporation before the Scourge?”

“Yes, that is correct” Mitkov confirmed. “From what we can determine, there was a violent overthrow of corporate rule, and thus the strong ‘representative’ government they now possess.”

Mica nodded his head. Corporate rule never seemed to work out so well, or at least, as far as he had seen. There was great potential for Kalia’s progression and growth with this development, quite fortunate indeed. “What of the other?” he probed.

“You would most likely recognize them as Norsk Automated Mining, or NAM”

Mica didn’t know whether to smile or frown. His conclusion no more than a moment ago that in times of crisis, corporate rule could not last, was obviously misjudged. Mica didn’t like being wrong. But then again, what politician did?

On the other hand, NAM had shared similar function to that of KTC, being a subcontractor of sorts. An imagined similarity? Perhaps…but one never knew. There is always great opportunity for friendship and gain when common ground was discovered, be it real or imagined. “What is their status?”

“Very advanced, very productive, with the potential to be a great military power as well should it so choose”

“Sounds like NAM to me…” and indeed it did. High tech, efficient, profitable, powerful to an extent that most companies envy and few attain…but is this good or is this an ill omen for the fledgling Confederation?

Sensing his desire to know more, Hannah continued. “Both sides have proved friendly thus far, and have desired nothing more than the profit and growth of humanity as a whole. Whether that is their true motive, and whether their views change, is yet to be seen. For now, however, we appear to be in no danger.”

Mica nodded. This was big news indeed. Much to be done. Relations and policies had to be developed, security consolidated, trade considered...Mica sighed. And he had been so close to finishing his work for the day too….

“Thank you Hannah, that is all for now.” He nodded to her and she promptly exited his office. The Consul wandered over to his bookshelf of antiquated real-text books (many had to be retrieved and put to use when the ebooks had been corrupted by the scourge). He lifted three books with fading covers and carefully placed them on his desk, brushing away dust to reveal the titles: The Koran, The Holy Bible, and The Book of Mormon.

Perhaps there was some merit to the religious fever sweeping the nation, and to the good fortune and stability that had befallen the nation since such revival of faith. Maybe God was ready for a new dispensation, a new world order, a new chance for his gospel to flourish. The question now was…which church, if any, was the most correct?

This may have not had substantial evidence, but since when had religion needed evidence? It had always been founded on faith, on trust in the uncertain and improvable.

In this day and age, one could not survive without faith.

It was either that or succumb to despair and destruction in this Brave New World.

Railguns are…a bit difficult to get working on a small scale. They take a great deal of energy and have very strong recoil, so getting them into rifle form is problematic. Without the current ship-based Railgun weapons already functioning, I doubt it’d even be possible to make a handheld railgun with our current equipment.

“So…another failure?” Ashar didn’t sound angry as Karla had expected. He sounded annoyed, a little disappointed, but not angry.

“Yes, Sir. The Odin-MAG12 is also a failure as a design,” Karla paused. She hated these reports, but at least there was good news this time. “However, the Odin-MAG12 did actually fire. We’ve--”

“Finally managed to pump enough energy into a rifle to get the thing to fire?” The head researcher’s voice turned bright, his eyes glinting with interest at the young lady scientist.

“Er, yes, Sir. It wasn’t easy. We have to reverse polarities, reroute circuits, and give the device a small Elerium power cell, but we’ve done it.” Karla smiled, knowing that she had brightened her boss’ day a little. “I believe we can have a unit that’s semi-workable as a real weapon within the next three updates.”

“Good. That’ll get the damn military leaders off my back for a while. They really want those rifles up and running. Lord knows why…”

“Since when did anything they wanted make sense? We’re not going to invade anyone soon, are we?” Karla raised an eyebrow and considered it. Who COULD they invade? It’s not like the Federation had a large standing military in terms of infantry. Besides, what could be gained from invading someone for the territory? Oh, but…

“I doubt it,” Ashar suddenly interjected.

“Then what the rifles are for is obvious, Sir,” Karla stated quite flatly. “We need them to help against invasion of our territory.”

Ashar let out a long, hearty laugh. “Invade our…? Are you insane? Who would invade us? We've been completely nonaggressive!”

“…do you really think we could win if the Emergents or Capellans decided to launch a sneak attack on us?”

“…well, uh…no, not really.”

“My thoughts exactly. And it scares me.”

An uncomfortable silence stood between the two researchers for several minutes.

“I see your point, Karla," Ashar said. There was a slight tinting of fear in his voice. "I really see your point. Give me the data collected today and I’ll review it. Tomorrow, we'll begin on the Odin-MAG13 design."

How the heck could Shuuri Build a ship and Send it through a gate THE SAME TURN it was built? I just wish to know your or Shuuri's Justification for it. I'm not going to complain, or do anything about it. I'll just accept it. but again, why did you let him break the rules?

My justification is indeed that I do not consider the Gatebuster a ship as per the rules for ships. I am making this judgement on a purely OOC game balance basis. And don't make too much out of that tactics, it wasn't that which won the day for the Shuurai, it was their greater numbers.

I simply selected a new negative. I believe it is roughly equivilent in terms of effects--certainly as much as Alex's is for the same benefits.

I'll think about the negative you have proposed. My gut feeling says that it is fairly well balanced, though perhaps not really making IC sense (why would only R7-R8 be affected?). We can discuss it via PM though.

Oh, and Alex's negative may not look much for the world, but there's a rather heavy RP component to it that I will make him pay for if he tries to abuse it.

SHUURAI REPRESENTATIVE: Technology developed by Shuurai Heavy Industries is, of course, proprietary to Shuurai Heavy Industries, and is legally protected as such under intellectual property, copyright, patent, and trademark, as applicable. The distribution of technology to the current government of the United Systems Commonwealth is conducted under a contracting agreement—Shuurai continues to receive royalties for the usage of its products in new applications.

REPORTER: What about the technology that was sold abroad during the execution of government by Shuurai Heavy Industries?

SHUURAI REPRESENTATIVE: Obviously that falls under the domain of intellectual property and copyright as well. Effectively what the transfer of technology entails is a licensing of the information to the recipient party by Shuurai Heavy Industries or one of its now independent subsidiaries. It entitles the end-user to utilize the technology domestically for a flat, one-time fee.

REPORTER: What does that mean in terms of resell?

SHUURAI REPRESENTATIVE: Under interstellar copyright law, all products of Shuurai Heavy Industries are copyrighted to it. Therefore, resell of technology it has produced would be infringement. Should any end-user attempt to resell the technology they are effectively violating their licensing agreement by reselling something which is not theirs to sell. Similarly, any modifications derived from the original design fall under the protection of intellectual property. The idea and implementation, even if minutely altered so as not to fall within the strict patent of the product, still remain the original creation of Shuurai Heavy Industries.

REPORTER: So what you are saying is that redistribute of the technology would be illegal?

SHUURAI REPRESENTATIVE: Under existing interstellar law upheld by the United Planetary Nations Council of Sol, which the United Systems Commonwealth has adopted as well, yes, it would be an illegal transaction.

The five Senators were seen entering a chamber studded with various recorders of everyone who wanted to see and hear them swear their oaths. There was a priest, a bureacrat and an ambassador (nondescript, so probably not from the Nekomi - perhaps from Sezuren?) in the chamber. Each new Representative arrayed himself as he pleased (folding hands, right hands raised, hand over heart) and recited:
"I solemnly swear, before these three witnesses, of the Emergents, of humanity and of God, that I will be true to the Emergents and my office therewith as long as they work for the greater good; that I will work for the greater good myself; and that this office to which I ascend is not in conflict with my beliefs, nor are its responsibilities; and that I am willing to lay down my life for the people I swear now to serve."
Shortly thereafter, the Representatives were hustled out to meet the press, and given powerful microphones.
"Mister Wa-Tang, sir! Is it true that you wish to disband our fleet?"
"No, only to partially deactivate it. I feel that we do not need an active fleet, only a defensive one."
"Bliminos!" The reporter took a breath. "Can you confirm that you have family among the government of the Democratic Autarchy of Huris and deny that you will be influenced by these?"

Don't be thinking you'll get away unnoticed with just giving away other people's things for free, Erik. Not from me, or all the other people you're planning on ripping off to try and bolster your faction's public image (including those who did explicitly specify NDA agreements - they seem rather implicit to me, particularly when dealing with a corporation - and even if you were to respect NAM's rights [which you don't seem to be] you probably wouldn't do the same for Capella, considering your primary desire seems to be to bomb them).

Prepare for story on how it was all downhill for Microsoft after the one-and-a-half billion dollars MP3 fine (according to Wiki, this was 12% of their 2006 net income) and Open Source conquered the world, abolishing stupid things like copyrights and patents. Given all these people still speak in 2007 English and use modern social customs I'd say we're already doing some modern-day judging.

More over, the MPAA, RIAA, any Patent Office you care to name, World Intellectual Property Organization, International Intellectual Property Alliance, World Trade Organization, the various hundreds of thousands of lawyers who run Intellectual Property suits, and so on, do not seem to me to vanish overnight just because of Linus Torvalds, a few tens of thousands of diehard Microsoft haters, and a few lawsuits against a single company, however monolithic and demonized it might be, particularly as those certain groups mentioned in the former tend to have a lot more money (and hence political say) than the latter.

If you still consider it a redact, well, I quite frankly did not expect my confidence in selling technology to be abused in quite such an extravagant fashion. But I'm making a statement now, so, there you go. Consider things retconned. We'll sweep any past abuses on either side under the carpet like they do in the comics and proceed from here.

As you know we still have been unable to get ecosystems of the large scale space habitats operational, and therefore the decision has been made to locate the majority of life support systems and personnel planetside. <WSBP> Well it’s the sixth moon of the main Jovian planet in the system, far enough away to not be tidal locked and big enough for 0.64g and an atmosphere. Mainly slush and rock of course and it’s far enough away from Bellatrix to not get much in the way of sunlight. Consequently over two thirds of the surface is ice bound, with a few slushy seas and glades in the equatorial regions. Terraforming work done in the 2500s gave it a small base of cold adapted plant life and a thin but breathable atmosphere around the equator. I’ll just bring it up on the display, this is the western hemisphere we’re looking at right now.

<RJC> Desolate looking place isn’t it? I normally prefer working on worlds where palm trees are at least and option [chuckle]. The green dots are proposed settlements I assume?

<WSBP> yes, we plan on setting up a series of small arcologies next to small spaceports – the permafrost and environment wouldn’t take a big commercial space port so we’ll construct the main shipyards in orbit right from the get go. We are also planning on setting up a few fusion lanterns in Bellatrix 3’s atmosphere and set up a few mirrors to redirect sunlight.

You need to start with an ecopoesis model of maximal plant growth to stabilize the upper surface, maybe with some more light in the system, maybe not. Then you move onto big heating and atmo cracking out of the icecaps.
