OOC: It seems to me that the whole point of an autonomous region is that it is not under either Bulgarian or Ottoman rule therefore putting troops in it would be considered an act of war.

Frans Dehaan put his toughest face on as the camera operative snapped a picture. The men laughed as the photographer gave them a smile and thumbs up, promising them each a copy of the photograph once the war had ended, Frans knew he would never see the short bookish man again. He plopped down on the dusty earth with a sigh and began cleaning his rifle.

He had been part of the Commandos for two months now, since his 18th birthday. Frans had taken part in the initial Transvaal push south ward. The Transvaalers had grown anxious ever since the news of the Orange Stater's victories over the British at Bloemfontein reached the Transvaal troops, they wanted their own adventure and thankfully in June they had gotten their wish. Frans' unit saw action at East London, a resounding victory for the Boer forces, there they linked up with the Orange Staters, Frans was sure he was still a little hung over from that encounter.

Now they waited. In just five months, the Boers had claimed half of Cape Colony. The only pocket of resistance was Durban, which Frans had heard was under heavy siege and would fall within the month. The Afrikaners had given the British such a fight that old Sir George had to cry to his king for more men. Frans had gotten a look at the British POWs as they were marched out of East London. It was the first time he had seen them up close, they seemed tired and weary. Frans couldn't blame them, they were fighting at the farthest reaches of the world for a colony they cared nothing about. And whats more, he though with a smile, they were losing.

Frans was shaken from his thoughts by a swift kick to his rear. "We're moving off, Frans, get your gear" spoke a fellow commando. Frans lifted him self up, slinging his rifle on his back and gathering his pack. The other commandos did likewise. Frans thought it remarkable that just a few months ago, these men had been mere farmers, now they were hardened fighting men. It shouldn't have surprised Frans that much, a Boer farmer was as good with a rifle as any British soldier, and they knew the land better than their own names.

Thousands of Boers moved like the wind, armed and determined. They smelled victory, the tasted combat. Frans was just glad he could be a part of it all.

It is administering itself, but it is still part of the Ottoman Empire. If you look at the starting map it is part of the Ottoman Empire. Therefore, it is not contradicting any treaty to deploy troops there. East Rumelia is not a country, therefor you cannot declare war against it.

Laos will not agree to any treaty which involved the loss of independence.
 
So I take it the NPC'd Russia did not do anything loanwise?

Under your definition of autonomous then I don't have a government either and am part of the Ottoman Empire.
 
President Pascal Schmid slowly walked up to the stand. He was extremely nervous, standing in front of 2,000 people, who had just elected him not 2 days ago. He stood tall, his shoulders rested, his dark blue eyes staring palely into the crowd. He glanced at his Vice President to the right of him, and his top diplomat.

'Damn, I'm no good talking in front of the people' he thought. 'Oh well, make the best of it'

He wiped his brow, the sun gleaming at his brow. The press were sitting in the front, eager to take notes for their newspapers.

"Greetings, my fellow Swiss. Today, I would like to address the nation, its problems, and my plans for fixing this. Firstly, I would like to announce that, with the exception of my new vice president Moritz Merz, I will be keeping the cabinet of the former president."

*Wild cheers from the audience*

"Thank you. Next on my agenda, the poor. As you know, this great and rich nation has been plagued with the poor. Although poverty isn't a problem in this country, I would still like to address the problems of the working class and farmers. In order to help ease financial burden, I have begun a new food stamp program, in which citizens living in poverty will receive free stamps that they may exchange for food at any government distribution center in each settlement, town, city, and village. Secondly, I am pleased to announce that the Council has approved the national healthcare plan, in which any citizen requiring medical services for a condition or likewise that is life-threatening, the medical services will be free."

"Next, my new education plan. As you know, our education system is one of the best in the world. However, I would like to improve that even more. I believe that parents should help their children, even if public schools cannot. Therefore, any parent whom is home-schooling children may receive free teaching materials at any education facility. However, the materials can only be borrowed, and must be returned. We also have introduced standard biannual exams to make sure our children are doing their hardest, these exams are also given to home-schoolers as well."

"I also believe that children and adults alike need places of rest and exercise. That is why our council has decided to create new parks and plazas in all major cities in the nation, and open hotels in the Alps for vacation. This work is open to volunteers, if anyone in the nation wishes to join"

"Finally, for the domestic issues, I have become aware that the police force needs some reform to make it more effective. Therefore, I have introduced mandatory training, reformed leadership, and bought new equipment to make sure criminals will be caught and locked up before they damage our communities. We have also reformed the firefighting force, in order to help keep down on property damage. New hydrants are being set up where pipes are available, or wells if there aren't any. If we do not need the wells, they will be converted for civilian use"

*Crowd Cheers*

"Finally, I would like to address the dark situation in Europe. It is possible war might brew at any moment, and we must be prepared if we are to survive. Therefore, I have put the national military on medium alert, weekly exercises will be held, and the armed forces must be ready to fight at a moment's notice. However, vacations will not be interrupted unless we are attacked. And let me state to all the nations of Europe, we will survive through the ages. Our country shall not fall. The Swiss are strong, and we will prevail against any aggressors."

*Crowd cheers*

"Thank you, and that is all"

Pascal stepped off the stage, again wiping his brow. He walked towards the Vice President.

"Moritz, where is the SSS?"

"They're coming to brief you at the Presidential Estate"

"Oh good."

After 10 minutes of walking, the President arrived, and sat down on a couch.

"So tell me what has happened, agents..."
 
Key words are "Principality" and "autonomous province," which are two distinct levels of autonomy. The latter, according to this NES, allows the Ottoman Empire to station troops there.

If you want to say they broke the concept of the agreement, then you can surely claim that. But as far as this NES is concerned it wasn't a direct violation.

Patriotism and Marriage

A nondescript man in his 30s took his tea today. With 2 spoons of sugar. A dollop of cream. A scone and biscuit. He would have had more had it not been for his wife.

"Love, don't eat so much, we are attending a ball tonight. There'll be vittles there and such. You shan't ruin your appetite so."

He put the third pastry down.

Later, in his dressing room, the man proceeded to dress. He was dressing for the ball, of course. His wife was done.

"Oh, take that pin off. We're attending a dance, not a drill."

Rear Admiral McKinley complied. He was patriot enough without his pin.

The food was great. Cavier, veal, hor d'oeuvres of mad assortments presented themselves. The generals feasted on lamb, the admirals cavier, the industrialists filet mignon. The food was splendid.

It was a feast and not a front after all.

Admiral Stern called him aside. McKinley followed.

"Edward, follow me to my office."

Strolling behind, the junior officer asked leave to attend the bathroom. In there, he straightened himself up. And slipped on his military pin. He approached the office.

"Please, Edward, sit yourself down. You have heard of the proceedings abroad?"

"Aye, sir. The British Empire must constantly defend itself against pretenders and radicals, no?"

"Yes, and I feel you are the man to do it. You are shipping out tomorrow. Tell your wife, won't you? And take off that pin, you're going to a battle, not a ball."

Then, struck with supreme irony and reversal, Edward nodded his head.

"My God," he realized, "I'm married to the Navy too."

Yeah, pretty much.

Also, #1, are we allowed to have more than one project running at once? And how much foreign debt is owed to the UK?
 
So I take it the NPC'd Russia did not do anything loanwise?

Serbia never amply explained why it should receive more than half of the annual treasury of Russia...
