Someone asked a question and I wanted to make it public, but Air Forces can relocate to anywhere in the world where they are welcomed. It will take one turn for them to relocate, but they can relocate to other super powers, NPCs that accept you (which they will only do if you are helping protect them from a foreign super power), anywhere where there is land. They cannot be used in the turn though that they are relocated.
