As hawai_74 said, you'll not find much information for Civ here. Try the other forums, but better begin with the War Academy. Don't be afraid to ask anything in the Quick Answers forum, and especially don't be afraid to express your opinion for Civ, even if you don't have that much of experience.

I've got Civ experience out the wazoo. It's politics and the war and foriegn affairs that I seem to be out of sync with. If I had a full day, I'd like to do a game online (as I've never done it before and it looks fun)

Have you checked out the GOTM yet Ryan? Thats where all the civ jocks hang out. Ainwood the mod of the GOTM has just announced a new tournament supporting conquests which you may find interesting.
welcome- my advice to hang about OT a bit, eventually you'll find a few conversations that interest you, but from my experince it goes in phases liek the tide- one week you'll be all about OT- the next you will barelly -if at all- look in there...

I'm legally blind. I only have vision in my right eye (20/200) so I can see most print and type ('cept for civ3, bible, and phone book)

I dled the CotM (Hittites) but I don't know if I need the civ3 patch since I bought and installed (and patched) Conquests and I don't want an inoppurtune crash.

You need the Conquests 1.22 patch to play the COTM. Conquests comes with the 1.29 patch for civ 3 so there is no need to patch vanilla civ.
All you need to play the COTM is conquests and the 1.22 patch. Have fun
