It's a school thing. It's very big in a lot of places. It's a club and we have 11 people going to the conference in Tuscaloosa. Basically yes, rping as a certain nation in a certain council of the UN (there is more than the Security Council). It's very formal and business-like.

I was part of the organization of such events twice already.
Once we had to get dressed like catholic bishops and enter a room to bring chaos to the debates there. Aside from that, the rest was boring stuff like taking written things and type down on the computer
On the second time I was responsible for researching about all countries' navies in the time of the Korean war, and send letters to the players as a military advisor so they could move them appropriately. I was in favor of NATO, and most of the other organizers were commies, so they were trying to make the Warsaw Pact win. The Pact won, because the players of the US were stupid. They had 100+ Aircraft Carriers! How could they lose? China had 1 Ironclad Gunboat! Even Portugal had more navy then any member of the Pact. It was ridiculous.
But the experience was awesome both times, it's a pretty nice type of event. I wish I could organize more of these.

I don't think so at leastThe Korean War one was a Historical Crisis Comittee, where 2 sides were opposed to each other and discussed in separate rooms, while a third room, the war room, was responsible for developing the crisis itself dependent on the debates and resolutions of each other room.
